MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />Eugene, Oregon 97401 <br />November 19, 2012 <br />7:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Chris Pryor, George <br />Poling, Alan Zelenka, Claire Syrett, Mike Clark <br />Her Honor, Mayor Piercy called the November 19, 2012, Public Hearing of the Eugene City Council to <br />order. <br />1. PUBLIC HEARING: <br />An Ordinance Adopting Amended Hazardous Substance Tracking Instructions for <br />Reports Due Beginning April 1, 2013, and Removing Three Hazardous Substances <br />from the List of Reportable Chemicals. <br />Deb Frisch supported the proposed changes to this ordinance. <br />2. PUBLIC HEARING: <br />An Ordinance Concerning Used Merchandise Dealer Provisions and Amending <br />Sections 4.989 and 4.990 of the Eugene Code, 1971. <br />Deb Frisch opposed the suggested changes. <br />David Nelkin generally supported the ordinance, but offered four suggested edits. <br />3. PUBLIC HEARING: <br />An Ordinance Continuing to Allow Tent Camping at Vehicle Campsites by Amending <br />Section 5 of Ordinance 20484 to Extend the Sunset Date to December 31, 2014. <br />• Deb Frisch supported tent camping, and an end to all homelessness. <br />4. PUBLIC HEARING: <br />An Ordinance Concerning Unruly Gatherings; Adding Sections 4.670 and 4.672 to the <br />Eugene Code, 1971; Repealing Section 4.775 of that Code; and Amending Sections 4.990 <br />and 4.996 of that Code. <br />Peter O'Day supported the ordinance. <br />Lindsey Adkisson supported the ordinance. <br />Mark Harris supported the ordinance. <br />Jacob Daniels, Creswell resident, opposed the ordinance. <br />William Spurling supported the ordinance. <br />Deb Frisch supported the ordinance. <br />MINUTES — Eugene City Council November 19, 2012 Page 1 <br />Public Hearing/Public Forum <br />
