In January 2013, the City of Eugene received a Multi-Unit <br />Property Tax Exemption (MUPTE) application from Core Campus for a proposed housing <br />development (The Hub in Eugene) on East Broadway and Ferry Street. Since the Core Campus <br />application was submitted prior to the temporary program suspension, the existing program rules <br />have been applied to this review. <br /> <br />Information Requested at the May 29 Work Session <br />At the May 29 work session, councilors made the following requests for information: <br /> <br />Research on other MUPTE-like programs in university towns (Attachment B) <br /> <br /> <br />Student population forecast (Attachment C) <br /> <br /> <br />Additional financial analysis for Core Campus (Attachment D): <br /> <br />Five- and six-year tax exemption <br /> <br />o <br />increased additional payments to the City, as negotiated with Core Campus <br /> <br />o <br />following the work session and the mechanism for guarantee <br /> <br />Transportation Impact Analysis (TIA) requirements related to this project and Core <br /> <br />Campus’s bike/pedestrian plan for access and safety (Attachment E) <br /> <br />Local hiring (Attachment F) <br /> <br /> <br />Consistency with the Downtown Plan: One of the requirements for approval of a MUPTE is <br /> <br />a finding by the council that the project is, or will be, consistent will all local plans <br />(including the Downtown Plan) at the time of completion. Staff believes that the project is <br />consistent and the council can make that finding as part of an approval resolution.
