An immediate effective date requires a 2/3 <br />majority or six affirmative votes from the council to enact. Ordinances without an immediate <br />effective date do not take effect for 30 days. Without an immediate effective date, an additional 30 <br />days of interest expense will accrue. <br /> <br /> <br />BACKGROUND <br /> <br />This project was identified in the FY04-FY09 Capital Improvement Program (CIP) adopted by the <br />council on February 24, 2003, and pursuant to Section 7.160(5) of the Eugene, Code, 1971, a Local <br />Improvement District (LID) was initiated. The North End Scoping Study was used as a guide for <br />design and connections between the train station and Skinners Butte and the Shelton-McMurphey- <br />Johnson House. <br /> <br />Bids were opened on June 16, 2005, with Babb Construction Co. dba Delta Construction Co. as the low <br />bidder. Property owners were notified of the public hearing regarding formation of the proposed LID <br />and the public hearing was held on June 20, 2005. The City Council passed a resolution forming the <br />LID on July 18, 2005. Construction of the project has been completed, final actual costs have been <br />tabulated, and final assessment costs have been calculated <br /> <br />Based on the low bid received, the costs listed below are the estimated assessment costs calculated at the <br />time of the formation of the LID. <br /> L:\CMO\2006 Council Agendas\M060508\S0605084.doc <br />
