ADMINISTRATIVE ORDER NO. 58- 13 -09 -F <br />of the <br />Airport Manager of the City of Eugene <br />AMENDMENT OF THE AIRPORT FEE SCHEDULE AND REPEAL OF <br />ADMINISTRATIVE ORDER NO. 58- 12 -08 -F. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections <br />2.440 to 2.442 of the Eugene Code to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4. <br />B. Pursuant to the authority set forth above, on June 6, 2012, Administrative Order <br />No. 58- 12 -08 -F was issued and became final on June 17, 2012, adopting the Airport Fee <br />Schedule effective July 1, 2012. On May 24, 2013, I issued Administrative Order No. 58 -13 -09 <br />proposing to revise the Airport Fee Schedule by increasing landing fees and building terminal <br />rental rates, and adding a courtesy car fee, and air cargo industrial rent fee, effective July 1, <br />2013. Notice of the proposed amendments, which contained the current fees and the proposed <br />amendments, was set forth in the Notice attached as Exhibit A to Administrative Order No. 58- <br />13 -09. <br />C. The Notice was provided to the Mayor and City Councilors, persons who had <br />requested such notice, persons currently paying such charges, and was made available for <br />inspection by interested persons at the office of the Airport Manager, 28855 Lockheed Drive, <br />Eugene, Oregon, 97402, during normal business hours. The Notice was also posted at two <br />locations at the Airport and published in the Register Guard Newspaper on June 1, 2013. <br />D. The Notice provided that comments would be received for 15 days from the date <br />of posting and publication of the Notice. One e -mail was received questioning the rationale for <br />the fee increase. In response to that question, the amendments are necessary due to increased <br />personnel and material expenses. No changes to the proposed fees are necessary as a result of <br />the e -mail. <br />E. Based upon the above findings and the findings in Administrative Order No. 58- <br />13-09, I have determined that the proposed amendments to the Airport Fee Schedule should be <br />adopted as proposed. In determining the charges, I have investigated the following factors: <br />1. The amount charged for such use in the past; <br />2. Comparable amounts or rates, if any, charged by other airports; <br />3. The amounts or rates and other municipal benefits agreed to by <br />comparable users of the airport in a contract, lease, or permit; <br />4. The revenue needs of the airport; <br />5. The need to create incentives for businesses to locate and operate at the <br />airport; <br />Administrative Order - Page 1 of 2 <br />
