Hamel, Mark Lindberg, Gretchen Miller, <br /> Brian Obie, Emily Schue, Betty Smith, Cynthia Wooten. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller. <br /> I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. Non-Discrimination Policy in City Employee "Gold Book" <br /> Councilor Miller noted that at the November 24, 1982, council meeting she had <br /> requested an opinion from the City Attorney on the extent to which the <br /> non-discrimination policy, included on page 5 of the City employee "Gold Book" <br /> under the section on Affirmative Action, was binding on the City. She read <br /> portions of a written opinion that the City Attorney had provided for councilors. <br /> This opinion stated that the City is bound to make a good-faith effort to <br />e comply with the stated policy of non-discrimination. Ms. Miller urged that <br /> job-related criteria be used in making job decisions. She requested that staff <br /> write an article in the employee newsletter or send a memorandum to City employees <br /> reiterating the City policy of non-discrimination. <br /> B. National League of Cities Convention in Los Angeles <br /> Councilor Ball thanked Council Administrator Pat Lynch for all the support he <br /> had provided to councilors attending the recent National League of Cities <br /> Convention in Los Angeles. Other councilors who had attended the convention <br /> joined in thanking Mr. Lynch and stated that the convention had been most <br /> interesting and educational. <br /> C. Support for Development of a Public Golf Course <br /> Councilor Hamel said that Eugene Action Forum had done a survey of the public's <br /> priorities for the City. He noted that development of a public golf course had <br /> been the number one priority on the Eugene Action Forum's survey. <br /> D. Appointment of Council Liaison to the Eugene Action Forum <br /> Mayor Keller asked for a volunteer to serve as council liaison with the Eugene <br /> Action Forum. Councilor Wooten said she would do this for a short period--three <br /> to six months. Councilor Obie suggested that this appointment be made when <br /> council duties are reassigned in January 1983.
