'7" - ~ <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Establishing a Traffic Diverter <br />For Alder Street at East 32nd Avenue <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />A. The Eugene Code provides that the City Manager or (designee) shall <br />exercise specific traffic duties by administrative action, including: the implementation of <br />ordinances, resolutions, and motions of the Council and his or her own orders by <br />installing traffic control devices; and establishing, maintaining, removing or altering all <br />traffic control areas and traffic control devices, including traffic diverters and similar <br />control devices; <br /> <br />B. Administrative Rule R-5.040TD, Traffic Diverter Procedure, provides that <br />the establishment of a traffic diverter or similar control devices would be effected by <br />administrative order of the City's Traffic Engineer. <br /> <br />C. On June 1 , 1994, the City received a request from a group of Alder Street <br />residents that a traffic diverter to be located at 32nd and Alder Streets to eliminate non- <br />local through-traffic. <br /> <br />D. Notice of the City's intent to consider the establishment of a traffic diverter <br />was given to property owners and tenants within the affected area of the proposed <br />traffic diverter. <br /> <br />E. City staff has evaluated traffic conditions in the area and determined that <br />through-traffic movements are dominate factors of Alder Street traffic between East <br />30th Avenue and East Amazon Drive. <br /> <br />F. City staff conducted an evaluation of the affected study area including <br />consideration of average daily traffic volumes, traffic speed, street geometrics, <br />percentage of through traffic and certain area characteristics (presence of bike or bus <br />routes, postal or service delivery routes, emergency vehicle or pedestrian access, or <br />access to private property). <br /> <br />G. City staff has prepared a preliminary report including a recommendation to <br />proceed with the installation of the proposed traffic diverter. <br /> <br />H. The proposed traffic diverter has been reviewed and is found to be in <br />conformity with the policies, regulations and criteria set forth in Rule R-5.040TD. <br />
