MOTION and VOTE: Councilor Pryor, seconded by Councilor Brown, <br />moved that the council reconsider its approval Monday night of the <br />ordinance concerning overnight camping. PASSED: 6:2; Councilors Poling <br />and Clark opposed. <br />MOTION and VOTE: Councilor Evans, seconded by Councilor Pryor, moved <br />to amend the ordinance, to add a new section 5: Due to the inclement <br />weather and the need to provide assistance to homeless persons as soon as <br />possible, pursuant to the provisions of section 32 (2) of the Eugene Charter, <br />with the affirmative vote of 2/3 of the members of the Eugene City Council, <br />upon adoption by the Council and approval by the Mayor, or passage over <br />the Mayor's veto, this ordinance shall become effective immediately. <br />PASSED: 7:1; Councilor Clark opposed. <br />VOTE ON MOTION AS AMENDED: PASSED: 6:2; Councilors Poling and <br />Clark opposed. <br />2. Civic Stadium Motion Clarification <br />MOTION and VOTE: Councilor Brown, seconded by Councilor Evans, <br />moved to direct the City Manager to prepare for Council's consideration a <br />plan for the City of Eugene to acquire the Civic Stadium property from 4 -1 <br />School District via land swaps; purchase; lease -to -buy; a combination of <br />these; or any other means the City Manager deems feasible. If Council <br />approves any such plan, the proposal shall be submitted to 4 -1 in the School <br />District's RFP process, in which proposals are currently due by Dec. 3, <br />2013. PASSED: 5:3; Councilors Pryor, Poling and Clark opposed. <br />MOTION TO EXTEND: Councilor Poling, seconded by Councilor Clark, <br />moved to extend the meeting by 10 minutes. PASSED: 8:0. <br />Council voted to extend the meeting time by five minutes.
