Goal 15 - Willamette River Greenway: To protect, conserve, enhance and <br /> maintain the natural, scenic, historical, agricultural, economic and <br /> recreational qualities of lands along the Willamette River as the Willamette <br /> River Greenway. <br /> <br />The Metro Plan designates all areas adjacent to the Willamette River for Goal 15 <br />protection. The Eugene Land Use Code requires that, prior to the intensification of use, <br />change in use or development occurring on lands lying within the designated Willamette <br />Greenway boundaries, the City must approve a Willamette Greenway Permit. Sections <br />9.8800 through 9.8825 of the Eugene Code govern the Willamette Greenway Permit <br />process and specifically implement the requirements of Goal 15. This Refinement Plan <br />and code amendments do not effect the requirement that lands lying within the Greenway <br />boundaries must obtain a Willamette Greenway Permit, nor do they change the permit <br />approval criteria. Further, they do not affect the boundaries of the Willamette River <br />Greenway established by Eugene City Council Resolution No. 2592. <br /> <br />Goals 16 through 19 (Estuarine Resources, Coastal Shorelands, Beaches and Dunes, <br /> and Ocean Resources): <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property <br />or involved in the amendment. Therefore, Statewide Planning Goals 16 through 19 do <br />not apply. <br /> <br />The above findings demonstrate that the proposed refinement plan adoption and code <br />amendments are consistent with all relevant statewide planning goals. <br /> <br />(b) Applicable provisions of the Metro Plan <br /> <br />The proposed refinement plan adoption and the related code amendments are consistent <br />with the Metro Plan. The drafting of the Downtown Plan included a review of all policy <br />documents adopted since the existing Downtown Plan was adopted in 1984. A list of <br />these documents as well as other planning studies is included in the Appendix to the draft <br />Downtown Plan being considered for adoption as a new refinement plan. <br /> <br />The following policies in the Metro Plan, pertaining specifically to downtown, are <br />implemented by the Downtown Plan: <br /> <br />· Encourage residential developments in or near downtown core areas in both cities <br /> (#A. 19, P. III-A-9). <br /> <br />Provide for transit-supportive land use patterns and development, including higher <br />intensity, transit-oriented development along major transit corridors and near transit <br />stations; medium and high-density residential development within ~ mile of transit <br />stations, major transit corridors, employment centers, and downtown areas; and <br />development and redevelopment in designated areas that are or could be well served <br />by existing or planned transit (#F.3, page III-F-5). <br /> <br />Exhibit A to Ordinance 20316 - 7 <br /> <br /> <br />
