Minimum Amounts for Individual Chemicals Total <br />inputs of a single chemical must meet the smallest See Appendix F, <br />p g Question 39 <br />accounting unit threshold (2.2 pounds for hazardous <br />substances and 0.022 pounds for extremely hazardous <br />substances and extremely persistent bioaccumulative toxins), or else that chemical <br />is not reportable. For radioactive substances, see page 14. <br />2. Thresholds for Full Materials Accounting If total inputs fall below 50 pounds for <br />a hazardous substance or five pounds for an extremely hazardous substance or an <br />extremely persistent bioaccumulative toxin, but above the smallest accounting <br />unit, then the substance's name and total inputs must be reported, but materials <br />balance accounting is not required. However, these amounts count toward the <br />2,640 -pound overall reporting threshold. <br />When All Chemicals Fall Below the Threshold for Materials Accounting If no <br />chemical has inputs exceeding 50 pounds, but the facility exceeds the 2,640 - <br />pound aggregate input threshold, then materials balance accounting IS required <br />for the one chemical with the greatest input. <br />The following table summarizes threshold amounts for reporting. <br />How to Calculate Inputs and Outputs <br />The electronic data entry reporting program will have fields to accommodate each input and <br />output type. In reporting, it is required that total inputs and total outputs for each substance must <br />balance to within the smallest accounting unit for that substance.
