If no additional information can be easily obtained, then the reporting business should <br />make any reasonable assumptions that it can and report accordingly. For example, if four <br />reportable chemicals are listed as the only ingredients of the substance, it may be <br />reasonable to assume that each chemical comprises 25 percent of the substance. That <br />percentage can then be applied to the entire quantity of the substance for purposes of <br />reporting that chemical. <br />As always, it is important for a reporting company to document its methodology for <br />determining reported quantities. <br />50. QUESTION: Our company manufactures its product by mixing two substances, one of <br />which includes a reportable chemical. The best information indicates that when the <br />substances are mixed, there is a reaction that changes the reportable chemical into <br />something else. The finished product does not contain any reportable chemicals. How <br />should we report the reportable chemical that is in one of the substances before the <br />reaction takes place? <br />ANSWER: Four output categories may be applicable: <br />Output category 1, chemically altered -- The amount of the original reportable chemical <br />that undergoes the chemical reaction should be reported in this category. If the reaction <br />produces a new reportable substance, the quantity of the new substance should be <br />reported in input category 3 (quantity produced at the facility) and in the appropriate <br />output category or categories. <br />Output category 3, shipped as waste -- If, in cleaning the equipment or the factory floor, <br />some amount of the reportable chemical in an unreacted state is recovered and later <br />shipped away as waste, that quantity should be reported in this category. <br />Output category 4, waste stored on -site on December 31 -- This category would apply to <br />any unreacted waste waiting to be shipped away as of December 31 of the reporting year. <br />Output category 11, ending inventory on December 31 -- This category would apply to <br />amounts not yet used for manufacturing as of December 31. <br />If there is evidence that a percentage of the reportable chemical is emitted to the air rather <br />than undergoing the chemical reaction, then output category 5, emitted to air, may be <br />applicable also. <br />51. QUESTION: An aerosol product, "mold release," is sprayed onto the surface of a mold <br />to facilitate removal of the product. The mold release contains several reportable <br />solvents, including hexane, toluene, and xylene. How would these be reported? <br />�` <br />
