MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />October 23, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, George Poling, Mike Clark, Chris Pryor, Claire Syrett, <br />Greg Evans, Alan Zelenka (via conference phone) <br />Mayor Piercy opened the October 23, 2013, Eugene City Council work session. <br />A WORK SESSION: Urban Farming and Food Security <br />Sustainability Liaison Babe O'Sullivan provided an overview of urban farming including information <br />about policies, practices, goals, barriers and conditions that may present challenges to a sustainable <br />urban food system. <br />Council Discussion /Suggestions /Questions: <br />• Highlight food security issues at upcoming economic summit. <br />• Sustainable food efforts help the entire community as do community gardens. <br />• Coordinate implementation efforts with existing food security initiatives. <br />• Support school districts efforts to grow food on -site at schools for use by students. <br />• Envision Eugene goals conflict with economic development goals. <br />• Community gardens are popular, program expansion would help food security efforts. <br />• What policies or codes changes would be needed to change in order to better support <br />urban farming? <br />• Use vacant City -owned land for temporary public gardens. <br />• As Envision Eugene develops we will closely examine competing goals of compact urban <br />growth, use of public spaces, sustainable food securities and urban farming. <br />• Explore concept of "edible parks;" parks with fruit and nut trees. <br />• Consider expansion of the Farmer's Market. <br />• Create a Food Policy Task Force. <br />Meeting adjourned at 1:00 p.m. <br />Respectfully submitted, <br />Michelle Mortensen <br />Deputy City Recorder <br />R A <br />ze �� <br />MINUTES — Eugene City Council October 23, 2013 Page 1 <br />Work Session <br />
