MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />November 13, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Councilors Absent: Betty Taylor <br />Mayor Piercy opened the November 13, 2013, City Council work session. <br />A. COMMITTEE REPORTS <br />The Mayor and councilors reported on various committees and meetings including Lane <br />Metro Partnership, Metropolitan Waste Water Commission, Lane Regional Air Protection <br />Agency, Lane Transit District /West Eugene EmX Steering Committee, and the Housing <br />Policy Board. <br />B. WORK SESSION: Update on Ordinance 20498 - Encouraging the Use of Reusable <br />Bags by Banning Single -Use Plastic Bags <br />Zero Waste Community Outreach Analyst Stephanie Scafa gave a presentation and <br />reviewed the results of surveys done to gauge the effectiveness of the ordinance <br />encouraging the use of reusable bags by banning single -use plastic bags. <br />Council Discussion: <br />• Determine what the City's role is in legislating behavior. <br />• Survey results are skewed; northeast Eugene areas not represented. <br />• Explore the use of incentives for customers who bring their own bags. <br />• Examine whether bag fee cap should be implemented. <br />• Ordinance is working; no reason to change at this time. <br />• Continue efforts to educate residents about why the charge for paper bags was <br />included in the ordinance. <br />MINUTES — Eugene City Council November 13, 2013 Page 1 <br />Work Session <br />
