MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8Th Avenue <br />Eugene, Oregon 97401 <br />November 18, 2013 <br />5:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Mayor Piercy opened the November 18, 2013, City Council work session. <br />A. WORK SESSION: Multi -Unit Property Tax Exemption (MUPTE) Program Revisions <br />Urban Services Manager Denny Braud introduced the item and provided background and general <br />information about MUPTE. <br />Council Comments /Discussion: <br />• Improving inventory of affordable housing a priority. <br />• Certified payroll may help ensure that local workers are being employed on projects. <br />• Create robust public process to educate public about why this program is beneficial. <br />• Interest expressed in contracting with women and minorities for construction work. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to include W. 11th <br />Avenue in the MUPTE boundary.
