MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />December 11, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Mayor Piercy opened the December 11, 2013, City Council work session. <br />MOTION: Councilor Poling, seconded by Councilor Clark, moved that the council initiate <br />a Metro Plan amendment to change the designation of 955 Coburg Rd. from R2, Medium - <br />Density Residential to R1, Low - Density Residential. <br />MOTION TO AMEND: Councilor Zelenka, seconded by Councilor Syrett, moved to <br />amend the main motion to have the City Manager schedule a work session on a <br />Metro Plan amendment for 955 Coburg Rd. VOTE: PASSED 5:4, councilors <br />Pryor, Syrett, Zelenka and Taylor in favor; Mayor Piercy broke tie in favor. <br />VOTE ON MAIN MOTION AS AMENDED: PASSED 5:4, Councilors Pryor, Syrett, Zelenka <br />and Taylor in favor;, Mayor Piercy broke tie in favor. <br />Councilor Clark requested a copy of the signed Planning Commission letter from 1992 regarding <br />this issue. <br />A. WORK SESSION: River Road /Santa Clara Follow -Up <br />Library, Recreation and Cultural Services Executive Director Renee Grube AIC Intergovernmental <br />Relations Manager Lisa Gardner introduced the item and provided background information. Also <br />present to represent the perspectives of the neighborhood associations were Jerry Finnigan and <br />Jon Belcher. <br />Discussion points included: <br />Effective outreach needed to ensure people understand the issues, impacts and benefits: <br />Important to protect the character and natural resources of the neighborhoods. <br />Self- determination a high priority and shared value among residents. <br />Representation in City decisions a benefit of annexation <br />Annexation not a revenue - neutral process; work must be done to determine how to fund <br />services for everyone who annexes. <br />MINUTES — Eugene City Council December 11, 2013 Page 1 <br />Work Session <br />
