MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />January 13, 2014 <br />5:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris <br />Pryor, Claire Syrett, Greg Evans <br />CITY COUNCIL WORK SESSION: Harris Hall <br />A. COMMITTEE REPORTS <br />The Mayor and councilors reported on events and committee meetings including: <br />- State of the City event <br />- Harlow Serves holiday initiative <br />- Activity related to 955 Coburg Rd. <br />- Upcoming MLK Celebration activities and events <br />- Eugene Police Department promotion ceremony <br />- Civic Stadium - looking for support to purchase and rehab the property and stadium <br />- Connect Oregon 5 projects <br />- Animal problems - turkeys, deer and feral cats <br />- Trainsong Neighbors response to rest stop <br />- Options for reconstruction of Beltline between Coburg and River roads <br />B. WORK SESSION: Budget Discussion on Council Policy Items <br />Central Services Executive Director Kristie Hammitt introduced the item with a brief PowerPoint <br />presentation. <br />MOTION and VOTE: Councilor Zelenka, seconded by Councilor Brown, moved to <br />consider eliminating downtown free parking and dedicating the revenues that the <br />general fund services generate in FY15, and ask the City Manager to bring back <br />information and estimated revenue for further Council action. FAILED 3:5, <br />Councilors Zelenka, Syrett and Brown in favor. <br />MOTION and VOTE: Councilor Brown, seconded by Councilor Clark moved to not <br />drop from consideration the idea of considering General Obligation bonds for capital <br />improvements.
