MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />February 12, 2014 <br />12:00 PM <br />Councilors Present: George Brown, Betty Taylor, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Councilors Absent: Alan Zelenka <br />CITY COUNCIL WORK SESSION - Harris Hall <br />Mayor Piercy convened the February 12, 2014 City Council work session. <br />A. WORK SESSION /ACTION: Envision Eugene Implementation - An Ordinance Concerning <br />Single Family Code Amendments for Accessory Buildings, Alley Access Lots and Secondary <br />Dwellings, and for Protection Measures Specific to the University Area. <br />Interim Planning Director, Carolyn Burke introduced this item and provided a recap of the <br />previous work related to Envision Eugene, the public outreach and participation to date and the <br />policy and plan changes that need to happen to move Eugene toward the new goals. Ms. Burke <br />then turned the floor over to Senior Planner Alissa Hunter - Hansen, who presented Power Point <br />slides describing the proposed changes and some visual representations of the kinds of impacts <br />those changes may have on future development. <br />The proposed changes include improving compatibility standards citywide for <br />• Secondary dwelling units (SDU) <br />• Accessory buildings <br />• Existing alley lots <br />• Allow for new alley access lots <br />• Add University Area Interim Protection Measures <br />Councilor Clark requested to see 3 things addressed when this item comes back to Council for <br />action: Setbacks, lot size and standards for appeals. <br />Council discussion: <br />• Great work by staff <br />• Concerns expressed about not counting SDU's in density <br />• Alley access lots happen so infrequently it's not worth amending the code <br />• Adjustment criteria too vague /arbitrary <br />• University Area Interim Protection Measures should be separated from other items <br />• Adopt Interim Protection Measures as soon as possible <br />MINUTES — Eugene City Council February 12, 2014 Page 1 <br />Work Session <br />
