Exhibit C <br />Goal9requirescitiestoevaluatethesupplyanddemandofcommerciallandrelativetocommunity <br />economicobjectives.TheEugeneCommercialLandsStudy(1992)wasadoptedbytheCityofEugene <br />asarefinementoftheMetroPlan,andcomplieswiththerequirementsofGoal9andthe <br />correspondingAdministrativeRule.Astheamendmentsarespecifictoresidentialdevelopment <br />standardsintheR1LowDensityResidentialzone,whichimplementsthelowdensityresidential <br />MetroPlandesignation,theamendmentsdonotimpactthesupplyofindustrialorcommerciallands. <br />Therefore,theamendmentsareconsistentwithStatewidePlanningGoal9. <br />Goal10Housing.Toprovideforthehousingneedsofcitizensofthestate. <br />Goal10requirescommunitiestoprovideanadequatesupplyofresidentialbuildablelandto <br />accommodateestimatedhousingneedsfora20yearplanningperiod.TheResidentialLandsStudy <br />(1999)wasadoptedbytheCityofEugeneasarefinementoftheMetroPlan,andcomplieswiththe <br />requirementsofGoal10andthecorrespondingAdministrativeRule.AccordingtotheResidential <br />LandsStudy,thereissufficientbuildableresidentiallandtomeettheidentifiedlandneed. <br />Theproposedamendmentsdonotimpactthesupplyofresidentialbuildableland.Nolandisbeing <br />redesignatedfromresidentialusetoanonresidentialuse,andtheamendmentsdonototherwise <br />diminishthelandsavailableforresidentialuse.Theproposedchangescouldpotentiallydecreasethe <br />numberofresidentialunitsthatcanbeaccommodatedoncertainparcelsofresidentiallydesignated <br />land.However,itisprojectedthatthechangescouldresultinonly22fewerhomesbeingbuilt.The <br />existingsurplusofresidentialland,basedonvariousactionsEugeneandSpringfieldhavetakento <br />decreasetheamountofacreage(approximately1250to178acres,consideringaloworhighdemand <br />assumption),issufficienttoaccommodatethepossible22displaceddwellings. <br />thesupplyoravailabilityofresidentiallands <br />Basedontheabove,theamendmentsdonotimpact <br />includedinthedocumentedsupplyof͞ďƵŝůĚĂďůĞůĂŶĚ͟thatisavailableforresidentialdevelopment <br />asinventoriedintheacknowledgedResidentialLandsStudy.Therefore,theamendmentsare <br />consistentwithStatewidePlanningGoal10. <br />timely,orderlyandefficientarrangement <br />Goal11PublicFacilitiesandServices.Toplananddevelopa <br />ofpublicfacilitiesandservicestoserveasaframeworkforurbanandruraldevelopment. <br />TheamendmentsdonotaffecttheŝƚLJ͛Ɛprovisionofpublicfacilitiesandservices.Therefore, <br />StatewidePlanningGoal11doesnotapply. <br />Goal12Transportation.Toprovideandencourageasafe,convenientandeconomictransportation <br />system. <br />TheTransportationPlanningRule(OAR6600120060)containsthefollowingrequirement: <br />(1)Ifanamendmenttoafunctionalplan,anacknowledgedcomprehensiveplan,oralanduse <br />regulation(includingazoningmap)wouldsignificantlyaffectanexistingorplanned <br />transportationfacility,thenthelocalgovernmentmustputinplacemeasuresasprovidedin <br />section(2)ofthisrule,unlesstheamendmentisallowedundersection(3),(9)or(10)ofthisrule. <br />Aplanorlanduseregulationamendmentsignificantlyaffectsatransportationfacilityifit <br />Findings4 <br />
