ADMINISTRATIVE ORDER NO. 58- 14 -01 -F of the City Manager of the City of Eugene ADOPTING AMENDMENTS TO THE STORMWATER MANAGEMENT MANUAL AND REPEAL OF ADMINISTRATIVE ORDER NO. 58-08-03 - F. The City Manager of the City of Eugene finds as follows: A. Section 2.019 of the Eugene Code, 1971 (EC) authorizes the City Manager to adopt rules for administration and implementation of any provisions of that Code. In addition, EC 9.6790 specifically requires the City Manager to adopt, in accordance with EC 2.019, a Stormwater Management Manual, which may contain forms and facility agreements, and shall include requirements that are consistent with delineated goals. B. Pursuant to the authority cited in Section A above, on July 17, 2006, the City Manager issued Administrative Order No. 58- 06 -06 -F adopting the Stormwater Management Manual. The Stormwater Management Manual Appendix A was also included for informational purposes only, and was not adopted by Administrative Order No. 58- 06 -06 -F. On June 3, 2008, I issued Administrative Order No. 58- 08 -03 -F adopting amendments to portions of the Stormwater Management Manual, ratifying and affirming the unamended provisions, and repealing Administrative Order No. 58- 06 -06 -F. C. On January 31, 2014, I issued Administrative Order No. 58- 14 -01, proposing to amend the Stormwater Management Manual as set forth in Exhibit A attached to that Order. Notice of the proposed amendments was given by making copies available to any person who requested such notice, and was published in the Register -Guard Newspaper on February 9, 10, 11, 12 and 13, 2014. The proposed amendments were available for review at the Eugene. Public Works Department, 99 E. Broadway, Suite 400, Eugene, Oregon 97401, during normal business hours and on the City of Eugene's website. Additionally, notice of the proposed adoption of amendments to the Stormwater Management Manual was sent to the Department of Land Conservation and Development on January 21, 2014. D. The Notice provided that interested persons could submit written comments until 5:00 p.m. on February 27, 2014, or at the public hearing to be held on February 25, 2014, at 4:00 p.m., at 99 E. Broadway, Suite 400, Lyle Conference Room, Eugene, Oregon. E. No written comments were received during the comment. period, and no persons attended the public hearing. However, during the comment period, staff recommended correcting some typographical errors in the Manual and making some non - substantive edits. I concur with staff's recommendation and those corrections are included in the Stormwater Management Manual attached as Exhibit A to this Order. Administrative Order - Page 1 of 2
