Adoption of a Resolution Affirming the City of Eugene's Support for Passenger Rail Service to <br />the Community <br />MOTION: Councilor Pryor, seconded by Councilor Poling, moved to approve the items on the <br />Consent Calendar. <br />Councilor Zelenka pulled Item 2D for clarification. <br />VOTE ON MOTION: PASSED 5:0. <br />VOTE ON ITEM 2D: PASSED 5:0. <br />3. ACTION: An Ordinance Providing for Withdrawal of Annexed Properties from the River Road <br />Park & Recreation District, the River Road Water District, the Santa Clara Fire District, the <br />Santa Clara Water District, Lane Rural Fire Protection District, and the Willakenzie Rural Fire <br />Protection District <br />MOTION AND VOTE: Councilor Pryor, seconded by Councilor Poling, moved to adopt <br />Council Bill 5108, withdrawing territories from the River Road Park & Recreation District, the <br />River Road Water District, the Santa Clara Fire District, the Santa Clara Water District, Lane <br />Rural Fire Protection District, and the Willakenzie Rural Fire Protection District. PASSED 5 :0. <br />4. ACTION: Ordinance Concerning University Area Protection Measures <br />MOTION: Councilor Pryor, seconded by Councilor Poling, moved to adopt Council Bill 5110, <br />an ordinance concerning University area protection measures as provided in Attachment A, with <br />the specific modification contained in Attachment B. <br />MOTION TO AMEND AND VOTE: Councilor Clark, seconded by Councilor Zelenka, moved <br />the following: <br />Code section 9.2751(16)(c) is replaced in its entirety with the following text: <br />(c) Building Height/Interior Sloped Setback. <br />1. The interior yard setbacks shall be at least 5 feet from the interior lot lines. In addition, <br />at a point that is 8 feet above finished grade, the setbacks shall slope at the rate of 10 <br />inches vertically for every 12 inches horizontally (approximately 40 degrees from <br />horizontal) away from the lot lines until a point not to exceed a maximum building height <br />of 18 feet. <br />2. The allowances for setback intrusions provided at EC 9.6745(3) do not apply within <br />the setback described in subsection Iabove, except that eaves, chimneys and gables are <br />allowed to project into this setback no more than 2 feet. <br />PASSED 5:0. <br />MOTION TO AMEND AND VOTE: Councilor Clark, seconded by Councilor Brown, moved <br />the following: <br />MINUTES — Eugene City Council March 10, 2014 Page 4 <br />Work Session and Meeting <br />
