Mayor Torrey termed the glass "half full" as opposed to totally empty, and said that was because the City <br />could lobby with other Oregon communities for changes to the State law. <br /> <br />Mayor Torrey suggested that it was unrealistic for Ms. Bettman to expect other councilors to automati- <br />cally accept her proposal in light of the fact the council was unsure of the amount of available industrial <br />land and the impact the amendment would have on that supply. <br /> <br />Ms. Taylor thought to accept an enterprise zone without knowing what was to be there was unwise. <br />People needed good jobs, but the council needed to talk about what kinds of jobs and to follow up on the <br />recent sustainable development forum. <br /> <br />Mr. Meisner indicated reluctant support for the main motion. He said if the issue came back to the council <br />before he left office, he would vote against proceeding with the application. He was very concerned about <br />the lack of understanding of "battle versus war" on the part of councilors. <br /> <br />Mr. Pap6 determined from City Manager Taylor the industrial lands study would not be done until the fall <br />of 2005. He determined from Mr. Braud that the parcels deleted as a result of the friendly amendment <br />were small and already developed. <br /> <br />Mayor Torrey called for the vote on the main motion. <br /> <br /> The vote on the final motion was 5:3; Ms. Taylor, Ms. Bettman, and Mr. Kelly <br /> voting no. <br /> <br />The meeting adjourned at 7:20 p.m. <br /> <br />Respectfully submitted, <br /> <br />Dennis M.
