EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Adoption of Resolution 4814 Approving the Eugene-Springfield <br /> Metro Area Multi-Hazard Mitigation Plan <br /> <br />Meeting Date: November 8, 2004 Agenda Item Number: 3C <br />Department: Central Services Staff Contact: Chuck Solin <br />www. cl. eugene, or. us Contact Telephone Number: 682-5664 <br /> <br />ISSUE STATEMENT <br />The cities of Eugene/Springfield have been involved in a planning effort to develop a Multi-Hazard <br />Mitigation Plan in an effort to maintain eligibility for pre- and post-disaster mitigation funding available <br />from the Federal Emergency Management Agency (FEMA). <br /> <br />BACKGROUND <br />The President signed the Disaster Mitigation Act of 2000 (Public Law 106-390) on October 30, 2000. <br />The law encourages and rewards local governments that are involved in mitigation planning. Building <br />on work that was begun following the floods of 1996, the City of Eugene applied for and received a <br />grant in FY02 to begin work on a mitigation plan and invited the City of Springfield to participate. The <br />plan has been reviewed by FEMA and approved on the condition of adoption at the local level. The <br />final FEMA approved plan is available at http://www, ci. eugene, or. us/HRRS/HazMitPlan, htm and a copy <br />is in the Council Library. The Springfield City Council will have this item on its November 15, 2004, <br />agenda. <br /> <br />RELATED CITY POLICIES <br />This item directly relates to the previous City Council goal of a Safe Community. <br /> <br />COUNCIL OPTIONS <br />The council may adopt, amend or decline to adopt the proposed resolution. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City manager recommends adoption of the proposed resolution. <br /> <br />SUGGESTED MOTION <br />Move to adopt Resolution 4814 approving the Eugene-Springfield Metro Area Multi-Hazard Mitigation <br />Plan. <br /> <br /> L:\CMO\2004 Council Agendas\M041108\S0411083C.doc <br /> <br /> <br />
