Furthermore, unlike the towers and poles, a motel would <br />be lighted at night, would create a lot of traffic, day and night, would need lighted signage, and would <br />create noise all day and all night, with vehicles coming and going at all hours (not to mention the <br />occasional loud arguments and parties which are not uncommon to motels. A motel located on the site in <br />question would also create commercial traffic on a portion of Laurel Hill Drive, which is designated a <br />residential street. <br /> <br />Mr. Larson states that "the potential purchasers believe that they could site their structure on the parcel <br />and use the property underneath the transmission lines for parking and landscaping." As has already <br />been pointed out by representatives of the Laurel Hill Valley Citizens, such a development would be <br />highly unwelcome since it would impact the residential properties located nearby. We have argued that <br />any commercial development of the property should reserve a buffer strip along the west side of the <br />property. The need for such a buffer along the side of the residential street, Laurel Hill Drive, is needed <br />in order to protect the residential nature of the street and separate the residential properties from the <br />intrusion of commercial development. You pointed out at the hearing that no buffer strip was shown on <br />the refinement map, but this is solely because the entire property is zoned residential on the refinement <br />map and so there was no need to indicate such a buffer strip. The intention of the refinement plan is <br />clear: to push commercial development over the rise from the residential properties nearby.
