ATTACHMENT D <br /> <br /> AGENDA ITEM SUMMARY <br /> September 14, 2004 <br /> <br />TO: Eugene Planning Commission <br />FROM: Patricia Thomas, Planning Division <br /> <br />SUBJECT: Public Hearing: Laurel Hill Refinement Plan Amendment (RA 04-1), and <br /> FurticldLarson Zone Change (Z 04-1) <br /> <br />ACTION REQUESTED: Conduct a public hearing and forward a recommendation to the <br /> Eugene City Council. <br /> <br />BRIEFING STATEMENT: On September 14, 2004, the Planning Commission will hold a <br />public hearing on two concurrent land use applications to change the refinement plan designation <br />of a vacant property in the East Laurel Hill area from low-density residential to commercial and <br />the zoning from R-1 Low Density Residential to C-2 Community Commercial. The public <br />hearing will consider a proposed site-specific amendment to the Laurel Hill Refinement Plan <br />Land Use Map and a City of Eugene Zoning Map change of the same property. <br /> <br />BACKGROUND: Charles Larson and Don Furtick, owners of property at the northeast comer <br />of the intersection of Moon Mountain Drive and Laurel Hill Drive, seek to prepare the property <br />for potential future commercial development. The applicants request approval of the necessary <br />land use decisions to convert the 1.38 acre property from low-density residential to commercial <br />designation and zoning. <br /> <br />The proposed concurrent Laurel Hill Plan refinement plan amendment and zone change were <br />submitted on January 20, 2004. After completeness review by Planning staff and the applicant's <br />submittal of additional information on June 21, 2004, the applicant requested that the application <br />be deemed complete for review. The amendments are summarized below: <br /> <br /> RA 04-1 Amend the Laurel Hill Plan Land Use Map to change the designation of the <br /> subject parcels from Low-Density Residential to Commercial. <br /> <br /> Z 04-4 Amend the City of Eugene Zoning Map to change the subject parcels from <br /> R-1, Low-Density Residential to C-2, Community Commercial. <br /> <br />ITEMS UNDER SEPARATE COVER: <br /> <br />1.
