Refinement Plan Amendment - TRS 18-03-03-2-3, Tax Lots 199, 200, 300 <br /> January 13, 2004 <br /> Page 17 <br /> <br /> "Transportation Policy 4. Ail future construction in the Valley or East <br /> Laurel Itill shall include adequate off-street parking to accommodate not <br /> only permanent residents but a reasonable number of visitors. Although on- <br /> street parking should be discouraged, in some areas pull-out facilities for <br /> parking should be developed, particularly where congestion exists." (LItP, <br /> p. 6) <br /> <br /> Findings: Any future development on the subject property will be subject to the EC 9.600 <br /> General Standards for All Development. Those standards regulate on- and off-site parking. If <br /> the property is developed for commercial uses, those standards will require sufficient on-site <br /> parking to meet the demands created by the development. <br /> <br /> Conclusion: The proposal is consistent with this Laurel Hill Plan provision. <br /> <br /> "Relationship to the City Policy 2. The City will communicate to the <br /> recognized neighborhood group its general information pertaining to <br /> programs and projects that have a physical impact on the Valley, in order <br /> that the assoeiation can participate in the public discussion." (LHP, p. 2) <br /> <br /> Although this policy is a directive to the City, Applicants hereby remind the City of this <br />policy and its requirements. <br /> <br /> Conclusion: The proposal is consistent with this Laurel Hill Plan provision. <br /> <br /> Conclusion: The proposal is consistent with the remaining portions of the Laurel Hill <br />Plan area refinement plan. <br /> <br />D. "(2) The refinement plan amendment addresses one or more of the <br /> following: <br /> <br /> "(c) New or amended community policies." <br /> <br /> Findings: The draft amendments to the Metro Plan explicitly and implicitly contain <br />several new community policies. One of those policies is significant here. See, Draft Metro Plan <br />Amendments at http://www, lcog.org/metro/03docs/hktextamend.pdf. <br /> <br /> One new policy implicitly arises from proposed finding number 5, page III-A-2, which <br />provides, <br /> <br /> "Undeveloped residential land is considered unbuildable and removed from the <br /> supply if it is within 230 KVpowerline easements, the floodway, protected <br /> wetlands or wetlands mitigation sites in Eugene, * * * or buffers around Class A <br /> and B streams and ponds."
