DRAFT <br /> MINUTES <br /> <br /> Regular Public Meeting <br /> Eugene Planning Commission <br /> Sloat Room-The Atrium Building-99 West l0th Avenue <br /> <br /> October 25, 2004 <br /> 11:30 a.m. <br /> <br />PRESENT: John Lawless, President; Mitzi Colbath, Vice President; Rick Duncan, Adell McMillan, <br /> Jon Belcher, Anne Marie Levis, Charles Rusch, members; Tom Coyle, ex officio mem- <br /> ber; Susan Muir, Steve Nystrom, Shawna Adams, Patricia Thomas, Alissa Hansen, Kurt <br /> Yeiter; Planning and Development Department; Gary McNeel, Public Works Depart- <br /> ment. <br /> <br />ABSENT: Rick Duncan, member. <br /> <br />Mr. Lawless called the meeting of the Eugene Planning Commission to order. <br /> <br />PUBLIC COMMENT ON NON-AGENDA ITEMS <br /> <br />Jeff Nelson, 2144 E. 15th Avenue, Eugene, thanked the commission and staff for their participation in the <br />East Campus process. He asked that when the commission considered land use code amendments, it <br />reflect on how those amendments impacted neighborhoods, particularly with respect to the transition <br />between commercial and residential uses. <br /> <br />Mr. Belcher encouraged interested residents to speak to that subject during public hearings on the <br />amendments. <br /> <br />I. APPROVAL OF MINUTES OF SEPTEMBER 14, 2004 <br /> <br /> Mr. Belcher moved, seconded by Ms. McMillan, to approve the Septem- <br /> ber 14, 2004, minutes as submitted. The motion passed unanimously, <br /> 6:0. <br /> <br />H. LAND USE CODE MINOR FIXES <br /> <br />Principal Planner Steve Nystrom referred commissioners to the proposed amendments contained in the <br />agenda packet in accordance with the process for minor fixes previously agreed upon. <br /> <br />Ms. Colbath asked what process would be used to obtain public input on code amendments. Mr. <br />Nystrom replied that Phase I of the process would consist of Minor Fixes to the code and a single public <br />hearing would be held on all Minor Fixes at the conclusion of Phase I; Phase II would involve significant <br />public policy changes and staff would work with the commission, in its role as the Citizen Involvement <br /> <br />MINUTES - Eugene Planning Commission October 25, 2004 Page 1 <br /> <br /> <br />
