The <br /> motion failed, 4:2; Mr. Belcher and Ms. Colbath voting in favor. <br /> <br /> Mr. Belcher moved, seconded by Ms. Colbath, to amend the motion to <br /> add the requirement for a site review. <br /> <br />Mr. Nystrom commented that the commission would need a basis for requiring site review. In response <br />to a question from Ms. Colbath, he said that staff did not feel that a site review was applicable. <br /> <br /> The motion failed, 4:2; Mr. Belcher and Ms. Colbath voting in favor. <br /> <br />Ms. Levis called for a vote on the main motion. <br /> <br /> The motion passed, 4:2; Mr. Belcher and Ms. Colbath voting in opposi- <br /> tion. <br /> <br /> Mr. Rusch moved, seconded by Ms. McMillan, to recommend that the <br /> council change the subject site on the Eugene Zoning Map from R-1 <br /> Low Density Residential to C-2 Community Commercial. The motion <br /> passed, 4:2; Mr. Belcher and Ms. Colbath voting in opposition. <br /> <br />Ms. Muir stated that the City Council would hold a public hearing on the matter at its November 8, 2004, <br />meeting. <br /> <br />Ms. McMillan suggested that a member of the commission should be at that meeting to talk to the <br />council. <br /> <br />Mr. Belcher asked that both the majority and minority positions be represented in any discussion of the <br />commission's action. <br /> <br />Mr. Lawless asked if the item was likely to be returned to the commission. Ms. Muir indicated that was <br />not likely; however, it was possible if the council struggled to reach a decision and required further <br />clarification of any of the issues. She said that the commission's deliberations would be disclosed to the <br />council. <br /> <br /> Mr. Belcher noted that the council was holding a public hearing on the Crest Drive neighborhood street <br /> classification map and asked if a commission member could speak on the subject during the hearing. Ms. <br /> Levis replied that a commissioner could speak as a private citizen, but not represent the commission. <br /> <br /> Ms. Levis said that she understood Mr. Belcher's frustration with the process related to the Laurel Hill <br /> Refinement Plan and while he made a compelling argument there was not enough information for her to <br /> support his position.
