ZONE CHANGE (Z 02-19) <br /> <br />Location: 62 Green Lane; south side of Green Lane, east of River Road <br /> Map 17-04-11-44, tax lot 2000 <br /> <br />Request: The applicant requests a change in zoning district on a .53 acre parcel from <br /> R-1/SR (Low Density Residential with a Site Review overlay zone) to C-2/SR <br /> (Community Commercial with a Site Review overlay zone). <br /> <br />Applicant: David Harris, Merritt-Truax, Inc. <br />Representative: Dan Terrell, Law Office of Bill Kloos <br /> <br />The following findings of fact and conclusions of law are based upon testimony presented at the public ' <br />hearing February 26, 2003 and materials and documents submitted and made part of the planning <br />department file through the close of the record on the hearing date. <br /> <br />CONCLUSION: Zone change request for the subject property fi.om R-1/SR (Low Density <br /> Residential' with a Site Review overlay zone) to C-2/SR (Community <br /> Commercial with a Site Review overlay zone) is approved. <br /> <br />DISCUSSION AND FINDINGS: <br /> <br />Site Characteristics <br /> <br />The subject Property is located at 62 Green Lane, on the south side of Green Lane and east of River <br />Road. The property is also identified as Tax Lot 2000 of Assessor's Map 17-04-11-44. The property is <br />approximately .53 acres in size (23,087 sq. ft.), is currently improved with a single-family manufactured <br />dwelling, including an attached garage and landscaping. The property is located within the City limits <br />and the urban growth boundary, and is currently zoned R:l/SR.nnAccess to the property is provided by a <br />gravel driveway from Green Lane, which is paved to an approximate width of 22-23', with no curbs or <br />sidewalks. Surrounding uses include an automobile service station to the west( also currently Owned by <br />the applicant), the Santa Clara Square commercial center to the south, single-family residential to the <br />east, and the Santa Clara Elementary School to the north. <br /> <br />Preliminary Procedural Issue <br /> <br />Applicant made an original request to rezone the subject property to C-2, without applying the Site <br />Review overlay. In response to completeness review comments from staff, Applicant modified the <br />application to include the Site Review overlay zone as part of the zone change request to C-2.
