ATTACHMENT C <br /> <br /> AGENDA ITEM SUMMARY <br /> <br /> October 25, 2004 <br /> <br />TO: Eugene Planning Commission <br /> <br />FROM: Patricia Thomas, Planning Division <br /> <br />SUBJECT: Action: Laurel Hill Refinement Plan Amendment and Furtick/Larson Zone <br /> Change (RA 04-1; Z 04-4) <br /> <br />ACTION REQUESTED: Forward recommendations on a site specific amendment to the <br />Laurel Valley Plan and a zone change to the Furtick/Larson property to elected officials for <br />public hearing and adoption. <br /> <br />BRIEFING STATEMENT: On September 14, 2004 the Planning Commission held a public <br />hearing on the above described applications. The record was held open for additional evidence <br />and public response and rebuttal, and was closed on October 5, 2004. This session is scheduled <br />for deliberation and action on a recommendation to forward to the City Council. A public <br />hearing before the City Council is scheduled on this item for November 8, 2004, and scheduled <br />for City Council action on November 22, 2004. <br /> <br />BACKGROUND: At the September 14, 2004, public hearing, Planning Commissioners asked <br />staff to answer several questions, and encouraged the applicant and the representatives of the <br />Laurel Hill Valley Citizens neighborhood group to meet to resolve differences regarding these <br />requests. <br /> <br />The applicant has submitted additional materials to fill in gaps in findings in the original <br />submittal, as identified in the previous staff report. Staff believes that appropriate findings are <br />now included in the record to support the following recommendation. <br /> <br />Staff Recommendation <br /> <br />City staff recommends that the Planning Commission approve the following motions to forward <br />the City Council for a public hearing: <br /> <br />1. Move to recommend that the Council amend the Laurel Hill Refinement Plan Land Use <br /> Map change the designation of the subject site (Assessors Map 18-03-03-23, TL 199, <br /> 200, 300) from Low Density Residential to Commercial. <br /> <br />2, Move to recommend that the Council change the subject site (Assessors Map 18-03-03- <br /> 23, TL 199, 200, 300) on the Eugene Zoning Map from R-1 Low Density Residential to <br /> C-2 Community Commercial. <br /> <br /> IV-1 <br /> <br /> <br />
