Specific criteria addressed involve the question of"public need", necessary to meet a <br />Laurel Hill Plan policy for the site to be designated commercial; and on whether there had been a <br />change in circumstance or policy or provision of a plan not present at the time the Laurel Hill <br />Plan was developed. At the hearing, Laurel Hill Valley Citizens representatives presented <br />testimony generally in opposition to the requests. The record was held open and the applicant <br />submitted additional information on September 21, 2004. The neighborhood submitted additional <br />information during the public response period ending September 28, 2004, and the applicant <br />submitted rebuttal information prior to the close of the record on October 5, 2004. (See <br />Attachments A through G). <br /> <br />Planning COmmissioners also posed several questions at the pubic hearing seeking additional <br />background information for their deliberation. Responses to those questions are integrated in the <br />analysis provided below. <br /> <br />In addition Planning Commissioners requested that during this time the applicant and the <br />neighborhood representatives work together and with staff to identify common concerns and <br />possible solutions to the issue. In the interim, such meetings have been held among the <br />applicant, neighborhood representatives and staff. <br /> <br />The applicant and the Laurel Hill Valley neighborhood representatives have met and shared <br />information on their objectives and level of flexibility, as described in letters submitted by each <br />since the public hearing.
