Also reference the conclusions section on p. 8. <br /> <br />My original comments stand as 1) There is no evidence as to when (the year) the signal <br />will be installed, and 2) there is no evidence that the proposal will not degrade the v/c <br />between PAPA approval and whenever the signal is installed. Under Jaqua, you should <br />really show when the signal is needed and demonstrate in evidence that it will be <br />installed when needed. The city could help you with this by committing to install the <br />signal when v/c is triggered. <br /> <br />Also, as an aside, applicant's development traffic still goes through that intersection <br />whether via Moon Mtn or Brackenfern. <br /> <br />Gary - if I am OTL on any of this please let me know. My read is that it is a simple <br />matter of the City committing to the signal when needed for state highway mobility. (Note <br />that this is different than relying on the CIA - which is related to the public approach <br />permit for Brackenfern and does not anticipate this zone change, nor the particular years <br />of development phasing or mitigation in the CIA.) <br /> <br />Patricia - Please distribute my response to Dan's email to the PC tonight. <br />I would ask you to distribute Dan's email as well, but it may be privileged <br />- so you would have to ask him. I represent the applicant. <br /> <br />We submitted two different traffic studies in support of the application: a <br />Traffic Impact Study dated December 1, 2003 and a Traffic Impact Study <br />Addendum dated May 7, 2004. I was wondering if you received a copy of the <br />Addendum because your comments appear to address issues concerning the <br />I-5/Moon Mtn./Glenwood Blvd. intersection, which was an issue with the first <br />traffic study. It was my understanding that the addendum, which reflected <br />the closure of east bound traffic on Moon Mtn. whereas the original study <br />did not, did not indicate any failure (temporary or otherwise) to the <br />I-5/Moon Mtn./Glenwoood Blvd intersection. <br /> <br /> If you have not received a copy of the Traffic Impact Study Addendum, please <br /> let me know and I will forward a copy of it to you. If your comments are <br />based on a review of both studies, please let me know.
