EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Overview of Approaches to Neighborhood Groups <br /> <br />Meeting Date: November 10, 2004 Agenda Item Number: B <br />Department: Planning and Development Staff Contact: Beth Bridges <br />www. cl. eugene, or. us Contact Telephone Number: 682-5272 <br /> <br />ISSUE STATEMENT <br />Neighborhood groups have been an important part of the City of Eugene's citizen involvement efforts <br />since their inception in 1973. Staff will discuss the past, present, and future possibilities of <br />neighborhood groups. The agenda item is for information and council discussion. <br /> <br />BACKGROUND <br />There are 21 neighborhood associations/community organizations in Eugene's Urban Growth Boundary. <br />Two of these are primarily composed of businesses (Industrial Corridor and West Eugene Community <br />Organization). These organizations do not participate regularly in the City's neighborhood program. <br />The seventeen "residential" neighborhood associations were recognized through the Neighborhood <br />Organization Recognition Policy (Resolution #2554). This resolution was updated in 1983 to include <br />guidelines prepared by the Citizen Involvement Committee (Resolution #3746). Resolution #3746 is <br />included as Attachment A. <br /> <br />The Santa Clara Community Organization and River Road Community Organization operate under the <br />Limited Recognition Policy (Resolution # 4705). The key differences are that their public information <br />funding is calculated using only City address counts (therefore insufficient for neighborhood-wide <br />mailings) and they are not eligible for Neighborhood Services-supported organizing or outreach efforts. <br />The Limited Recognition Policy is included as Attachment B. <br /> <br />City Council last reviewed neighborhood associations in depth in 1999 and 2000, as part of the <br />Neighborhood Redesign project. The council adopted a number of policies about neighborhood <br />associations at that time, which are summarized in Attachment C. <br /> <br />As part of its work supporting Neighborhood Services and the Citizen Involvement Committee, staff has <br />been involved with the International Association of Public Participation. Some concepts from that <br />group will be included in the staff presentation on neighborhood groups for City Council consideration. <br />One of these concepts, the Spectrum of Public Participation, is included in the packet as Attachment D. <br /> <br />RELATED CITY POLICIES <br />Citizen involvement in general, and neighborhood associations specifically, are implicit in the following <br />Council Goal: <br /> <br /> L:\CMO\2004 Council Agendas\M041110\S041117B.doc <br /> <br /> <br />
