ATTACHMENT B <br /> <br /> RESOLUTION NO. 4705 <br /> <br /> A RESOLUTION ADOPTING A LIMITED NEIGHBORHOOD <br /> RECOGNITION POLICY FOR ORGANIZATIONS 1N THE RIVER ROAD <br /> AND SANTA CLARA AREAS. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. The City's adopted Neighborhood Organization Recognition Policy is applicable only <br />to those organizations representing specific geographic areas totally within the city limits. <br /> <br /> B. In 1987 the Council adopted a Limited Neighborhood Recognition Policy for <br />organizations in the River Road, Santa Clara and Glenwood areas, which has expired. <br /> <br /> C. Many issues in which the City is involved continue to have an impact on, and are of <br />special interest to, residents of the River Road and Santa Clara areas. The River Road Community <br />Organization (RRCO) and the Santa Clara Community Organization (SCCO) fulfill the role of <br />neighborhood associations for these areas. Some neighbors within both community organizations <br />are city residents. <br /> <br /> D. The mission for Neighborhood Associations adopted by Council on May 12, 1999, <br />is applicable to all city residents. <br /> <br /> E. Building community at the neighborhood level is part of the City's Planning and <br />Development Department's purpose. Neighborhoods are not defined by political boundaries. <br /> <br /> F. The RRCO and the SCCO have been working on charter revisions to indicate that <br />their organizations are advisory to both the City and the County. The RRCO charter revision is <br />complete and has been adopted by the membership. <br /> <br /> G. As directed by the Council, as part of the Neighborhood Redesign effort in 1999, the <br />RRCO and the SCCO currently receive most of the staff services that are provided to Neighborhood <br />Associations within the City limits. Funding allocated for public information is pro-rated according <br />to the number of City properties in those organizations. <br /> <br /> H. Adoption of a formal limited neighborhood recognition policy for these community <br />organizations would be in the public interest. <br /> <br /> NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Resolution- 1 <br /> <br /> <br />
