ADMINISTRATIVE ORDER NO. 58-14-12-F <br />of the <br />Airport Manager of the City of Eugene <br />AMENDMENT OF THE AIRPORT FEE SCHEDULE AND REPEAL OF <br />ADMINISTRATIVE ORDER NO. 58- 14 -09 -F. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections <br />2.440 to 2.442 of the Eugene Code to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rules <br />3.1 and 8.4. <br />B. Pursuant to the authority set forth above, on June 16, 2014, Administrative Order <br />No. 58- 14 -09 -F was issued adopting the Airport Fee Schedule effective July 1, 2014. On July 9, <br />2014, I issued Administrative Order No. 58 -14 -12 proposing to revise the Airport Fee Schedule, <br />effective September 1, 2014, by adding a taxicab passenger pick -up trip fee and a fee for <br />replacement of taxicab AVI access tags that are lost, stolen or damaged. Notice of the proposed <br />amendments, which included the current fees and the proposed amendments, was set forth in the <br />Notice attached as Exhibit A to Administrative Order No. 58- 14 -12. <br />C. The Notice was provided to the Mayor and City Councilors, persons who had <br />requested such notice, persons currently paying such charges, and was made available for <br />inspection by interested persons at the office of the Airport Manager, 28855 Lockheed Drive, <br />Eugene, Oregon, 97402, during normal business hours. The Notice was also posted at two <br />locations at the Airport and published in the Register Guard Newspaper on July 14, 2014. <br />D. The Notice provided that comments would be received for .15 days from the date <br />of posting and publication of the Notice. One written comment was received in response to the <br />Notice, to which I make the following findings: <br />Comment Jay Mayernik of Oregon Taxi opined that taxi drivers will be less <br />likely to go to the airport due to the $1 per pick -up charge. He questioned whether taxis <br />would be charged when they leave the Airport without a fare (such as when a reservation <br />cancels, or when they park in the lot to use the restroom and then re -enter the taxi line). <br />He also questioned whether Omni Shuttle will be subject to the fee. Finally, he noted that <br />customers have been complaining that the way - finding signage is poor, hailing a taxi is <br />difficult, and taxi signage is blocked by outdoor RV advertising or Omni Shuttle vans. <br />Findings The taxicab passenger pick -up trip fee is common at airports <br />nationwide and taxi companies may pass the fee onto the customers as an airport fee. In <br />circumstances such as a cancelled reservation, the taxicab would be charged the <br />passenger pick -up fee, as is common at other airports.
