b. Ensure a balance is achieved between City revenue and the goal of reducing City <br />traffic congestion and demand for parking; <br />C. Decrease single occupancy vehicle use; <br />d. Decrease carbon pollution emission; <br />e. Increase transit use, bicycling, and walking; <br />£ Provide a reasonably affordable and accessible transportation option for residents; <br />g. Expand the transportation alternatives of citizens who choose not to own cars by <br />sponsoring the Carsharing Program; and <br />h. Encourage more pedestrian- friendly, walkable neighborhoods. <br />2. Definitions For the purposes of this Administrative Order, the following definitions <br />shall apply: <br />Carsharing. A membership based organization that offers use of motor vehicles 24 <br />hours a day and seven days a week to its members who can use available vehicles that are <br />parked within a specific geographic boundary or who reserve vehicles in advance, and <br />that charges members for the time and/or miles. <br />Carsharing Program. The City of Eugene's program that authorizes carsharing <br />organizations to provide carsharing in the City right -of -way. <br />Carsharing permit. The revocable permit issued by the City authorizing a carsharing <br />organization to park their vehicles either 1) in designated and reserved carsharing on- <br />street spaces; or 2) in legal, on- street parking spaces. The City may issue individual <br />permits by carsharing space, carsharing vehicle, or carsharing organization. Permit(s) <br />must be displayed as directed by the City. <br />Carsharing organization. An organization that provides pre- approved members with <br />access to vehicles at geographically distributed locations for an hourly rate that includes <br />fuel, maintenance, and insurance. <br />Carsharing vehicle. A vehicle provided by a carsharing organization for use by its <br />members. Each carsharing organization shall display its identifying emblem on any <br />carsharing vehicle using on- street spaces. <br />Carsharing on- street space. A non - metered, on- street space designated and reserved by <br />the City for use by a carsharing organization. <br />Administrative Order -- Page 2 of 5 <br />
