ADMINISTRATIVE ORDER NO. W14-06 <br />of the <br />City Engineer <br />City of Eugene, Oregon <br />ADOPTING AMENDED DESIGN STANDARDS FOR STORINIWATER <br />FACILITIES IN PUBLIC IM PR OVEAWM PROJECTS AND <br />REPEALING ADMINISTRAT][VE ORDER NO. 5841-10. <br />The City Engineer of the City of Eugene finds than <br />A. Provisions in Chapters 6, 7 and 9 of the Eugene Code, 1971, impose requirements <br />and restrictions with respect to the design, location, and construction of public improvements. <br />Section 7.143(2) of the Code specifically requires that all public improvements to public ways <br />include sbormwater managemient facilities that are constructed in accordance with the Design <br />Standards for Stormwater Facilities in Public Improvement Projects. Section 7.085 of the Code <br />explicitly directs me, as City Engineer, to prepare design standards and standard specifications <br />for construction of public improvements. <br />B. Consistent with the above authority, on November 24, 2411, I issued <br />Administrative Order No. 58 -11 -10 adopting the Design Studs for Stormwater Facilities in <br />Public Improvement Projects (dated November 2011). - The 2011 Design Standards for <br />Stormwater Facilities in Public Improvement Projects was based on the Stormwater Management <br />Manual in place at that time. <br />C. On March 26, 2014, the City Manager issued Administrative Order No. 58-14-01 - <br />F adopting amendments to the Stormwater Management Manual. Chapters 1 and 2 of the <br />amended Stormwater Management Manual were written so that they ' can be used, without <br />revision, as the Design ards for Stormwater Facilities in Public Improvement Projects. <br />Utilizing Chapters 1 and 2 of the Stormwater Management Manual as the Design Standards for <br />Stormwater Facilities in Public Improvement Projects will increase admuinishz on efficiencies. <br />Therefore, it is necessary to repeal Administrative Order No. 58 -11 -10 and the Design Standards <br />for Stormwater Facilities in Public Improvement Projects and to adopt Chapters 1 and 2 of the <br />2014 Stormwater Management Manual (and the appendices references therein) as the Design <br />Standards for Stormwater Facilities in Public Improvement Projects, a copy of which is attached <br />hereto as Exhibit A to this Order and incorporated herein by reference. <br />NO'W, THEREFORE, the City Engineer of the City of Eugene Orders and Directs <br />that: <br />1. Chapters 1 and 2 of the Stormwater Management Manual (and the appendices <br />reference therein) adopted by Administrative Order No. 58- 14-01 -F, attached as Exhibit A to this <br />Order, is adopted as the Design Standards for Stormwater Facilities in Public Improvement <br />Projects required by Section 7.143(2) of the Code. <br />Administrative Order - Page 1 of 2 <br />
