ADMINISTRATIVE ORDER NO. W14-06 of the City Engineer City of Eugene, Oregon ADOPTING AMENDED DESIGN STANDARDS FOR STORINIWATER FACILITIES IN PUBLIC IM PR OVEAWM PROJECTS AND REPEALING ADMINISTRAT][VE ORDER NO. 5841-10. The City Engineer of the City of Eugene finds than A. Provisions in Chapters 6, 7 and 9 of the Eugene Code, 1971, impose requirements and restrictions with respect to the design, location, and construction of public improvements. Section 7.143(2) of the Code specifically requires that all public improvements to public ways include sbormwater managemient facilities that are constructed in accordance with the Design Standards for Stormwater Facilities in Public Improvement Projects. Section 7.085 of the Code explicitly directs me, as City Engineer, to prepare design standards and standard specifications for construction of public improvements. B. Consistent with the above authority, on November 24, 2411, I issued Administrative Order No. 58 -11 -10 adopting the Design Studs for Stormwater Facilities in Public Improvement Projects (dated November 2011). - The 2011 Design Standards for Stormwater Facilities in Public Improvement Projects was based on the Stormwater Management Manual in place at that time. C. On March 26, 2014, the City Manager issued Administrative Order No. 58-14-01 - F adopting amendments to the Stormwater Management Manual. Chapters 1 and 2 of the amended Stormwater Management Manual were written so that they ' can be used, without revision, as the Design ards for Stormwater Facilities in Public Improvement Projects. Utilizing Chapters 1 and 2 of the Stormwater Management Manual as the Design Standards for Stormwater Facilities in Public Improvement Projects will increase admuinishz on efficiencies. Therefore, it is necessary to repeal Administrative Order No. 58 -11 -10 and the Design Standards for Stormwater Facilities in Public Improvement Projects and to adopt Chapters 1 and 2 of the 2014 Stormwater Management Manual (and the appendices references therein) as the Design Standards for Stormwater Facilities in Public Improvement Projects, a copy of which is attached hereto as Exhibit A to this Order and incorporated herein by reference. NO'W, THEREFORE, the City Engineer of the City of Eugene Orders and Directs that: 1. Chapters 1 and 2 of the Stormwater Management Manual (and the appendices reference therein) adopted by Administrative Order No. 58- 14-01 -F, attached as Exhibit A to this Order, is adopted as the Design Standards for Stormwater Facilities in Public Improvement Projects required by Section 7.143(2) of the Code.
