9.5650Recyclinu-Small Collection, Facility Standar,ds. A small collection recycling <br /> facility may provide source separated collection of recyClabl® materials more <br /> .. particularly described in Chapter 3 of this code and adopted administrative rules, <br /> subject to the following standards: <br /> (t) Collection Containers: Collection containers shall be in compliance with the <br /> requirements for size, .color and type in administrative rules adopted under <br /> Chapter 3 of this code. If containers provide an opening to the elements of <br /> greater than 2 square feet they must be situated under a covered structure . <br /> and enclosed on 3 sides in order to protect users from the elements, minimize <br /> blowing debds, and meet. requirements of the State Structural Specialty Code. <br /> (2) Sites: Shall be kept neat and clean. <br /> (3) Signage: Appropriatesignage shall be placed at the-site that conform to <br /> regulations in this land use code. 'Signs shall include the name and telephone <br /> number of the party responsible for collection at the site, preparation <br /> standards for materials collected at the site, and scheduled collection times. <br /> (4) Traffic Circulation and Vision Clearance: The-.collection center's location, <br /> donated materials storage, or any other activities associated with the use shall <br /> not impede traffic circulation and vision clearance. <br /> .{$) Public Right-of-Way: Collection centers shall not be located in the public <br /> right-of-way. <br /> (Section 9.5650, see chart at front of Chapter 9 for legislative history from 2/26/01 through <br /> 6/1/OZ ) <br /> <br /> ~"*:2 ." ~';.: '::ii:: 'i_.'*, ..... ... *~ *. :-. ::-: "-, ;'.' J~'i~l~6~:' ~h*~'iSF(~J'~i~i~'"~T~J*i~i"~'~"a'~r'~~ ~[~ded to ensUr® that <br /> telecommunication facilities are located, installed, maintained and removed in <br /> a manner that: <br /> (a) Minimizes the number of transmission towers throughout the <br /> community; <br /> (b) Encourages the collocation of telecommunication facilities; <br /> (c) Encourages the use of existing buildings, light or-utility poles or water <br /> towers as opposed to construction of new telecommunication towers; <br /> (d) Recognizes the need of telecommunication providers to build out their <br /> systems over time; and- <br /> (e) * Ensures that all telecommunication facilities, including towers, antennas, <br /> · and ancillary facilities are located and designed to minimize the visual <br /> impact on the immediate surroundings and throughout the community, <br /> and minimize public inconvenience and disruption. Nothing in this <br /> section shall apply to amateur radio antennas, or facilities used <br /> exclusively for the transmission of television and radio signals. <br /> {2) Siting Restricted. No telecommunication facility~ as defined in this land use <br /> Code,may be constructed, modified to increase its height, installed or <br /> otherwise located within the city except as provided in this section. <br /> Depending on the type and location of the telecommunication facility, the <br /> telecommunication facility shall be either an outdght permitted use, subject to <br /> site review procedures, or require a conditional use permit. <br /> (a) Outri,qht PermiRed Uses. No land use permit is required for a <br /> telecommunication facility which, pursuant to subsections (3) through (5) <br /> of this section, is an outright permitted use.
