EXECUTIVE SUMMARY <br /> <br /> Background <br /> · lnApril of 2001, the Cid' Council asked the Ci~: Manager to direct Facili~ Management staffto <br /> explore the poSsibili ,n, of scl.ling tile Kaufinan Annex separately from the Kaufman Senior Center. <br /> Initial research by Facilities identified barriers to tl~e sale of the Annex property related to the <br /> existing conditional use permit. Facilities staff (Emmy Jenson) together with staff' from the <br /> Library, Recreation, and Cultt, ral Services staff (Renee Gru be) hired Satre Associat'es to research <br /> the various factors related to' tlie sale of the Annex property and to identify a process through <br /> which sale of the Annex property can be facilitated i!n accordance with the directive from City <br /> Council and the City, Manager. Secondarily. Facilities has requested that Satre research the <br /> various factors related to the potential'sale of both parcels. <br /> <br /> Primary Planni.ng Issue <br /> Any significant change in the current use of either the Senior Center or Annex, including sale of' <br /> the Annex itself., would constitute a change in use of the "development site" thereby impacting <br /> the validity, of the existing CUP. As such. before the Annex parcel can be sold, some form of <br /> planning or development action must take place in order to ensure that the proposed uses for both <br /> sites are outright or conditionally permitted uses under the land-use code. <br /> <br /> Potential Planning Options <br /> Satre Associates assessed the available information and identified the followin~ possible <br /> approaches for action by the ci~, prior to implementing sale of'one or both properties. These <br /> statements summarize tile resulting r.eco,nmendations. Documentation regarding the exploration <br /> of the opportunities and constraints of each approach follows in Section III of this report. <br /> <br /> · The first option available to the city is to modify the existing Conditional Use Permit to <br /> allow fo,' sale of the Annex separate from the Senior Center. However,. while this option <br /> is possible, it is not recommended due to potential difficulties' in meeting the various <br /> .criteria of approval. <br /> <br /> · Tile second option would be to process a new ~onditional use permit to allow the Senior <br /> Center use to continue independent of tile Annex. While this Option is. definitely ti~asible,. <br /> given the potential issues related to meeting thi:'development standards (such as <br /> resolution of site parking) and the need fbr thelfumre use to be known, Satre recommends <br /> caret~l consideration of this option based on the operating characteristics of any future <br /> proposed use. : <br /> <br /> · A third option would be to designate and rezon'e the Senior Center parcel (or both <br /> parcels) to Historic. This option certainly offers the most 'tlexibi'litv and opportunity for <br /> tile Kaufinan Senior Center parcel given that/'brute use and oxvnership is uncertain at this <br /> time.
