was co-sponsored by the American Association for Retired People (AARP). She said the program took <br />at $22,000 budget cut about 1 ½ years ago when LCC discontinued sponsoring the program. She added <br />that EECA took over as the sponsoring body so that the program could continue operating. She said <br />services were offered only to seniors at the present time, but she hoped to expand the program to include <br />younger people with disabilities. She said she had participated in operation of the Kaufman Senior <br />Center, and appreciated the potential the building had to offer, although it had limitations due to the age <br />of the building. She said she supported renting space to a small scale user to bring in income, and she <br />supported continued use of the Kaufman Center as a neighborhood center. <br /> <br />Marilyn Odell, 750 West Broadway, Eugene, spoke as the representative of the JWN. Ms. Odell said <br />she was asking the Planning Commission to modify the permitted uses under the proposal. She said she <br />had spent time with city staff to address neighborhood concerns, and there did not appear to be any <br />compromise. Ms. Odell said the Kaufman Center had always been an important part of the neighbor- <br />hood, and the JWN wanted to do what was reasonable for the neighborhood to continue the operation of <br />the Kaufman Center as a neighborhood center operated by a private organization. She said she <br />understood that all of the operations of the EECA fell within the umbrella of a neighborhood center. She <br />said she heard for the first time tonight there was a proposal to allow rental of office space by the EECA <br />to other entities. She said the neighborhood concern was that the building would become rental property <br />if the building was sold. She said the JWN proposed Administrative, General, and Professional Office <br />and Scientific and Educational Research Center that included laboratories not be permitted uses but <br />conditional uses, referring to the staff report that described the uses. <br /> <br />Mr. Lawless called for staff response to testimony. <br /> <br />Ms. Harding provided the city staff response to the public testimony. She said she had erred in <br />conversations with Ms. Odell in stressing listing certain uses as conditional would make the building <br />difficult to sell in the future, by omitting the burden that would be placed on EECA and its survival. <br />Additionally, Ms. Harding said building upgrades such as electrical improvements would place a <br />financial burden on both EECA and the Money Management program. <br /> <br />Ms. Adams said Historic Alteration Review of the building applied only to the exterior changes, adding <br /> <br />MINUTES - Eugene Planning Commission October 26, 2004 Page 8 <br />Public Hearing <br /> <br /> <br />
