With <br />consideration of the protections afforded through the Historic Alteration Review process, and the limited <br />potential for additional site development, including parking, the Planning Commissioners concluded that <br />the uses in question should remain listed as permitted outright, without the need for conditional use <br />permit approval. However, the Planning Commission also recommended more restrictive language that <br />clarifies Scientific and Educational Research Center uses, including laboratory use, are permitted <br />provided there shall be no radioactive materials, toxic, or noxious matter associated with the use or <br />process. <br /> <br />The ordinance provided in Attachment A has been revised to reflect the Planning Commission <br />recommendation. Additional changes have been incorporated in the ordinance to distinguish adjustment <br />review options for the existing use and other allowed uses, with reference to the purpose of the S-HK <br />zone. The draft minutes in Attachment B address the issues raised in the public hearing and Planning <br />Commission deliberation in more detail. Further discussion is also included in the staff Agenda Item <br />Summary for the Planning Commission in Attachment E. <br /> <br />RELATED CITY POLICIES <br />As previously noted, the proposed land use actions are the outgrowth of City Council direction to <br />investigate opportunities for selling the Kaufman Annex while also allowing continued use of the <br />Kaufman House as a senior center. The proposed land use actions generally advance the following <br />Council Goal: <br /> <br /> · SUSTAINABLE COMMUNITYDEVELOPMENT <br /> A community that retains a high quafity of life anda healthy economy, effectively fink; landuse <br /> and transportation planning, and succes,fully manages growth and change in the urban <br /> environment <br /> <br />Additionally, the proposed land use actions further the policy direction in the Historic Preservation <br />Element of the Metro Plan, with the goal of preserving significant reminders of the city's origin as links <br />between past, present, and future generations. <br /> <br />COUNCIL OPTIONS <br />None, as this is a public hearing only. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />Given the site-specific nature of the proposed zone, the minimum requirements for quasi-judicial action <br />must be met for the public hearing. The City Council is scheduled to take final action on December 6, <br />2004. The final action to approve, approve with modifications, or deny the proposed applications will <br />be based on applicable approval criteria.
