Goal 11- Public Facilities: To plan and develop a timely, orderly and efficient arrangement of public facilities and services to serve as a framework for urban and rural development. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goal 11. Goal 12- Transportation: To provide and encourage a safe, convenient and economic transportation system. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goal 12. Goal 13: Energy Conservation -To conserve energy. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goal 13. Goal 14: Urbanization - To provide for an orderly and efficient transition from rural to urban land uses. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goal 14. Goal 15: Willamette River Greenway: To protect, conserve, enhance and maintain the natural, scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette River as the Willamette River Greenway. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goal 15. Goal 16: Estuarine Resources, Goal 17: Coastal Shorelands, Goal 18: Beaches and Dunes, and Goal 19: Ocean Resources: Goals 16 through 19 apply to Coastal Resources. The requirement that a site- specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goals 16-19.
