August 5, 2004 <br /> <br /> site, or archeological resource that qualifies as an historic landmark will ensure that permitted uses <br /> encourage preservation of historic qualities" (9.3000, page 9-121). <br /> <br /> The Special Area Zone proposed recognizes the particular circumstances of the Kaufman House. <br /> Draft code language is attached to this application as Attachment A. <br /> <br /> Historic Kaufman HoUSe Special Area Zone (S-HK) <br />The proposed Kaufman House Special Area Zone contains the following sections: pUrPose, siting <br />requirements, land use and permit requirements, development standards, and adjustment reView <br />criteria. It describes the historic 'status of the property and the process required for alteration <br />review. Allowed uses include residential, educational and cultural, office, certain' low impact <br />"commercial, and accessory uses (see Attachment A). The proposed.language does. not allow the <br />maximum density that would have been allowed by the site's previouS R-2/R-3 zoning. <br /> <br /> Uses listed are intended to reflect those that would be considered compatible with the · <br /> surroUnding neighborhood, and that would comply with policy direction foUnd in the Metro Plan <br /> and Westside Neighborhood Plan. In addition to the limits set on.the use of the property by the <br /> code language, practical'limitations of the structure and site,, including limited area for parking, <br /> will influence the type of uses that will eventually occur in the Kaufman House.. For the time <br /> being,.the City has given a permit for the Emerald'Empire CoUncil on Aging to operate their <br /> programs in the Kaufman House; and nothing in the proposed language would prevent EECA <br /> from continuing -to operate at the site. <br /> <br /> III. Site Conditions <br /> <br /> A~ Tax Lots <br /> The tax lot involved is Lane County Assessor's Map 17-03-31-24, Tax Lot 9200. A tax lot <br /> map is enclosed as Attachment B. A legal description for tax lot 9200 is included as <br /> Attachment C. <br /> <br /> B. Site Context <br /> The Kaufman House sits on the northwest comer of 10th Avenue and Jefferson Streets, <br /> roughly one half. mile west of downtown Eugene. The property is part of the Westside <br /> neighborhood, which is characterized by a mix of historic arts and crafts bungalows, <br /> apartment buildings and duplexes, churches and other civic institutions, and neighborhood <br /> commercial uses. <br /> <br /> Jefferson Street is'a major arterial street cOnnecting freeway traffic from I-105 to east-West' <br /> streets 'such as West 7th, West 11th and West 13th Avenues near the site. The neighborhood is <br /> known for its canopy of large street trees including Big Leaf Maple and Horse Chestnut. The <br /> Kaufman Center sits on a double lot and enjoys a large garden to the north of the home. The <br /> large size of the garden is unusual in the Westside neighborhood and as a result, constitutes a <br /> neighborhood asset which is sometimes rented along with the building for community <br /> meetings, receptions and other events. <br /> <br /> 2O <br /> <br /> <br />
