(b)In the E-1zone, all off-street loading spaces and uses shall be on <br />interior service courts or screened from view from all adjacent property <br />lines according to EC 9.6210(4) High Wall Landscape Standard (L-4). <br />(3)Loading and Service Drives. <br />All loading spaces for commercial and <br />employment andindustrial buildings and uses shall be off the street, shall be <br />in addition to required off-street parking spaces, and shall be served by <br />service drives and maneuvering areas so that no backward movement or <br />other vehicle maneuvering within a street, other than an alley, will be required. <br />Section 45. <br />Subsection (1)(a)of Section 9.6420 of the Eugene Code, 1971, is amended <br />to provide as follows: <br />9.6420Parking Area Standards. <br />(1)Dimensions and Striping. <br />All parking spaces shall be striped or marked in a <br />manner consistent with Table 9.6420(1) Motor Vehicle Parking Dimensions. <br />All tandem parking spaces shall be striped and marked in a manner consistent <br />with Table 9.6420(1) Motor Vehicle Parking Dimensions for Tandem Parking. <br />(See Figure 9.6420(1) Motor Vehicle Parking Dimensions.) <br />(a)Carpool and Vanpool Parking. New commercial and employment and <br />industrialdevelopments with 20 or more employee parking spaces shall <br />designate at least 5 percent of the employee parking spaces for carpool <br />or vanpool parking. Employee carpool and vanpool parking shall be <br />located closer to the building entrance or the employee entrance than <br />other employee parking with the exception of parking for those with <br />disability permits. The carpool/vanpool spaces shall be clearly marked <br />"Reserved -Carpool/Vanpool Only" by use of signs painted on the <br />parking spaces or posted <br />Section 46. <br />Subsection (4)(a) of Section 9.6640of the Eugene Code, 1971, is amended <br />to provide as follows: <br />9.6640General Provisions. <br />(4)Location Standards. <br />(a)Setbacks. All signs shall comply with the setback requirements <br />beginning at EC 9.2000 through EC 9.3915 and EC 9.6745 Setbacks - <br />Intrusions Permitted.
