ExhibitC <br />FindingsforCA134andZ1308 <br />EmploymentandIndustrialZoneChangesandLandUseCodeAmendments <br />LandUseCodeAmendments(CA134) <br />EugeneCodeSection9.8065requiresthatthefollowingapprovalcriteria(inbolditalics)be <br />appliedtoacodeamendment: <br />(1)Theamendmentisconsistentwithapplicablestatewideplanninggoalsadoptedbythe <br />LandConservationandDevelopmentCommission. <br />Goal1CitizenInvolvement.Todevelopacitizeninvolvementprogramthatinsuresthe <br />opportunityforcitizenstobeinvolvedinallphasesoftheplanningprocess. <br />TheCityhasacknowledgedprovisionsforcitizeninvolvementwhichinsuretheopportunityfor <br />citizenstobeinvolvedinallphasesoftheplanningprocessandsetoutrequirementsforsuch <br />involvement.Theamendmentsdonotamendthecitizeninvolvementprogram.Theprocess <br />foradoptingtheseamendmentscompliedwithGoal1becauseitisconsistentwiththecitizen <br />involvementprovisions. <br />Priortotheformaladoptionprocess,communitystakeholderswithexperienceandexpertisein <br />commercialandindustrialbusinessanddevelopmentgavefeedbackontheconceptsandcode <br />language.Thesestakeholdersincludedpropertyowners,businessowners,neighborhood <br />leaders,developers,commercialbrokers,architects,andtheChamberofCommerce. <br />ThePlanningCommissionpublichearingontheproposalwasdulynoticedtoallneighborhood <br />organizations,communitygroupsandindividualswhohaverequestednotice,aswellastothe <br />Inaddition,noticeofthepublichearingwasalsopublished <br />CityofSpringfieldandLaneCounty. <br />intheRegisterGuard.TheCityCouncilwillholdadulynoticedpublichearingtoconsider <br />approval,modification,ordenialoftheamendments.Theseprocessesaffordample <br />opportunityforcitizeninvolvementconsistentwithGoal1.Therefore,theproposedordinance <br />withStatewidePlanningGoal1. <br />isconsistent <br />Goal2LandUsePlanning.Toestablishalanduseplanningprocessandpolicyframeworkasa <br />basisforalldecisionsandactionsrelatedtouseoflandandtoassureanadequatefactualbasis <br />forsuchdecisionsandactions. <br />TheEugenelandusecodespecifiestheprocedureandcriteriathatwereusedinconsidering <br />theseamendments.Therecordshowsthatthereisanadequatefactualbaseforthe <br />amendments.TheGoal2coordinationrequirementismetwhentheCityengagesinan <br />exchange,orinvitessuchanexchange,betweentheCityandanyaffectedgovernmentalunit <br />andwhentheCityusestheinformationobtainedintheexchangetobalancetheneedsofthe <br />citizens.TocomplywiththeGoal2coordinationrequirement,theCityengagedinanexchange <br />aboutthesubjectoftheseamendmentswithalloftheaffectedgovernmentalunits. <br />
