Theproposedcodeamendmentsintroducecompatibilitymeasurestoaddresstheinterface <br />betweenresidentialandnonresidentialuses.WheresuchmeasuresareabsentinthecurrentI <br />1CampusIndustrialzone,theproposedrenamedandupdatedzoneE1CampusEmployment <br />includesseveralmeasures,including; <br />heightlimitsnottoexceedthatoftheabuttingresidentialzonewhenlocatedwithin50 <br />feet, <br />landscapebufferingoflargecanopytreesandcontinuoushedgerow, <br />widersetbacksforlargerdevelopment,and <br />themajorityofparkingareassitedatthesideandreartoincreaseseparationandimprove <br />privacy. <br />GeneralCommercialandIndustrialPolicies <br />1.TheCityshallencouragethedevelopmentofprogramstoimprovetheoverall <br />appearanceofexistingandnewcommercialandindustrialareas. <br />TheproposedcodeamendmentscreateasetofLargeEmploymentFacilitystandardsthatare <br />applicableintheE1CampusEmploymentzone.Thispackageaddressesthemajorthemesof <br />pedestrianfriendlyandtransitsupportivedesign,enhancedlandscaping,façadearticulation, <br />andfenestration,whilerestrainingfromdictatingaparticulararchitecturalstyleandaesthetic. <br />CoburgCrescentSubareaPolicies <br />3.TheCityofEugeneshallensurethatindustrialdevelopmentinthe <br />Coburg/Crescentsubareaissensitivetoandcompatiblewithsurroundinguses <br />andwillconformtotheCoburg/CrescentSpecialLightIndustrialSitingand <br />DevelopmentStandards. <br />Inregardstocompatibilitybetweenuses,anexplanationisprovidedwithLandUsePolicy6, <br />above.TheCoburg/CrescentSpecialLightIndustrialSitingandDevelopmentStandardswere <br />provideadditional <br />previouslyincorporatedintotheEugeneCode.Theproposedamendments <br />transitionalstandardsthatareintendedtoimprovetheinterfacebetweenindustrialand <br />residentiallanduses.ThenewstandardsimplementthepolicydirectionintheWillakenzieArea <br />Plan,andthereforetheSiteReviewoverlayinthisareaisproposedforremoval,asindicatedin <br />thedraftordinance. <br />4.TheCityshallallowforagradualtransitionfromexistingresidentialtofuture <br />industrialuseforthoseareasalongOldCoburgRoadthatarecurrentlyzoned <br />residentialbutareindustriallydesignated. <br />Theproposedzonechangesincludebringingthelastremainingindustriallydesignatedparcel <br />intothenewCampusEmploymentzone.The6.4acreparceliscurrentlyzonedR1.Theplan <br />zoneconflicthasexistedsinceWillakenzieAreaPlanadoption,andthepropertynolongerhas <br />anyresidentialuseonit(itiscurrentlyvacant). <br />Findings15 <br />
