forcitizenstobeinvolvedinallphasesoftheplanningprocess. <br />TheCityhasacknowledgedprovisionsforcitizeninvolvementwhichinsuretheopportunityfor <br />citizenstobeinvolvedinallphasesoftheplanningprocessandsetoutrequirementsforsuch <br />involvement.Theamendmentsdonotamendthecitizeninvolvementprogram.Theprocessfor <br />adoptingtheseamendmentscomplieswithGoal1becauseitisconsistentwiththecitizen <br />involvementprovisions. <br />Thestrategytoamendthecomprehensiveplanandredesignatesitestoadifferentfuturelanduse <br />typeemergedfromtheEnvisionEugeneprocess,theĐŝƚLJ͛ƐplantoestablishanewEugeneonlyurban <br />growthboundaryandaccommodatethenext20yearsofgrowthinourcommunity.These <br />amendmentsarenecessaryaspartofthestrategytoaccommodatemoreofthecity's20yearneed <br />forlowdensityresidentialhousing(typicallysinglefamily)andalloftheneedformediumdensity <br />residentialhousing(typicallymultifamily)andcommercialinsidethecurrentUGB.Redesignationof <br />thesesitesispartofapackageofEnvisionEugenestrategiestoreduceUGBexpansionforlowdensity <br />residentialandpromotedenserhousingtypesdowntown,alongkeytransitcorridorsandcore <br />commercialareas.TheEnvisionEugenestrategiesdevelopedoutofanextensivepublicinvolvement <br />processincludingtwoyearsofmeetingswitha70pluspersoncommunityresourcegroup, <br />questionnaires,openhouses,andcommunityforums.Inaddition,morerecentlystaffhassentletters <br />orheldmeetingswithpropertyownersandresidentsadjacenttomanyoftheproposedre <br />designationsitestoinformresidentsandgetfeedbackontheproposals. <br />OtherengagementandinformationopportunitiesincludeddiscussionoftheprojectintheDecember <br />2012andtheMay2013editionsoftheEnvisionEugeneenewsletter,periodicupdatesatPlanning <br />Commissionworksessions,andtheestablishmentofa͞ZĞƐŝĚĞŶƚŝĂůReĚĞƐŝŐŶĂƚŝŽŶ͟projectweb <br />page. <br />ThejointEugeneandLaneCountyPlanningCommissionpublichearingontheproposalwasduly <br />noticedtoallneighborhoodorganizations,communitygroupsandindividualswhohaverequested <br />publichearing <br />notice,aswellastotheCityofSpringfieldandLaneCounty.Inaddition,noticeofthe <br />wasalsopublishedintheRegisterGuard.FollowingactionbytheEugeneandLaneCountyPlanning <br />Commissions,theEugeneCityCouncilandtheBoardofCommissionerswillholdadulynoticedpublic <br />hearingtoconsiderapproval,modification,ordenialoftheplanamendmentsandzonechanges. <br />LaneCountyPlanningCommissionandBoardofCommissionerswillbeparticipatingintheproposed <br />MetroPlanredesignationsthatareoutsidethecitylimitsbutinsidetheurbangrowthboundary(e.g. <br />portionsoftheCrowRoadStudyAreaandtheIrvingRd/Eaglessite).Theseprocessesaffordample <br />opportunityforcitizeninvolvementconsistentwithGoal1.Therefore,theproposedordinanceis <br />consistentwithStatewidePlanningGoal1. <br />Goal2LandUsePlanning.Toestablishalanduseplanningprocessandpolicyframeworkasabasis <br />foralldecisionsandactionsrelatedtouseoflandandtoassureanadequatefactualbasisforsuch <br />decisionsandactions. <br />TheEugenelandusecodespecifiestheprocedureandcriteriathatwereusedinconsideringthese <br />amendments.Therecordshowsthatthereisanadequatefactualbasefortheamendments.The <br />Goal2coordinationrequirementismetwhentheCityengagesinanexchange,orinvitessuchan <br />Findings3 <br />
