Consistentwiththeintentofthispolicyrequiringadditionalanalysisfordevelopingnear <br />naturalresources,asdiscussedunderMetroPlanpolicyC.21above,WillowCreekStudypolicy <br />4.cisproposedforremovalbecausethisrequirementwasincludedinthestudypriortothe <br />ĐŝƚLJ͛ƐadoptionoftheGoal5/WPWatersideProtectionand/WBWetlandProtectionoverlay <br />zoneswhichwillregulatedevelopmentnearthestudyĂƌĞĂ͛Ɛstreamsandprotectedwetlands. <br />Additionally,currentplannedunitdevelopment(PUD)andsubdivisionregulationsaddress <br />theseissuesaswell.Assuch,thisrequirementisnolongernecessary.Additionaltextis <br />proposedtobeaddedtopolicy4toallow4.aand4.brequirementstoberemovedaswellif <br />appropriatebaseduponcompletionofrevisedtreepreservationstandardsforthisareainthe <br />future. <br />GilhamRd: <br />ThefollowingpoliciesfromtheWillakenzieAreaPlan(1992)arerelevant: <br />ResidentialPoliciesandProposedActions <br />1.MaintaintheexistinglowdensityresidentialcharacterofexistingWillakenzie <br />neighborhoods,whilerecognizingtheneedtoprovidehousingforallincomegroupsin <br />thecity. <br />4.Encourageamixtureofhousingdensitiesandtypestoaddressthehousingneedsofa <br />diversepopulation. <br />5.Encouragemediumandhighdensityresidentialusesinareaswhichhavegoodaccess <br />tocommercialservices,publicopenspace,schools,parks,transitandotheralternative <br />modesoftransportation. <br />Althoughthesepoliciesdonotdirectlyaddresstheproposedamendmentsorconstitute <br />mandatoryapprovalcriteria,theylendgeneralsupportfortheredesignationandtext <br />intentofredesignatingtheGilhamRdsiteistoredesignateanareathat <br />amendments.The <br />maybemoresuitabletolowdensityratherthanmediumdensityresidentialgivenitsdistance <br />tocommercialservicesandbeingontheedgeoftown,whilealsohelpingtopromotehigher <br />densityhousingdowntown,alongkeytransitareasandincorecommercialareawherethey <br />canbeclosertoexistingandplannedcommercialandmajortransitsystems. <br />UnincorporatedSubareaPoliciesandProposedActions <br />15.TheCityshallrecognizetheareaatthenorthwestcornerofAyresandGilhamroads <br />andtheareaatthesouthwestcornerofCoburgRoadandCountyFarmLoop,as <br />depictedontheWillakenzieLandUseDiagram,asappropriateformediumdensity <br />residentialdevelopment. <br />15.1AmendtheMetroPlandiagramfromlowdensitytomediumdensityresidential <br />designationfortheabovereferencedarea,asdepictedontheWillakenzieLand <br />UseDiagram. <br />Findings24 <br />
