9.9710WillowCreekSpecialAreaStudyPolicies. <br />(1)LandUse. <br />(a)MapEreflectslandusearrangementsfortheWillowCreekBasinand <br />shallbecomeonebasisforfutureimplementationthroughzoningor <br />otherapplicablelandusemeasures. <br />Theplandiagramlocationsfortheapproximately82.5acresof <br />mediumdensityresidentialand10.2acresofcommercialintheCrow <br />RoadStudyAreaarebasedonthediscussionsatthistime.Thecity <br />recognizesthatinthefuturetheremaybejustificationforminor <br />adjustmentstothedesignationandzoneboundariesonthose <br />propertieswithmorethanonedesignation.Thecityshallallowfor <br />considerationofminoradjustmentstotheplandesignationandzone <br />boundaryprovidedtheacreageofeachdesignationandzoningdistrict <br />remainswithin10%,andthechangeisconsistentwiththepurposeof <br />theregulationsadoptedinthefutureforthisarea.(Policy3) <br />(b)TheCityofEugeneshallapplyitsplannedunitdevelopment(PUD), <br />clustersubdivisionorsitereviewprocedures(asappropriate)inthe <br />WillowCreekBasininatleastthreecases: <br />1.Propertieswithelevationandslope,soilandgeologicconditions <br />whichfitcriteriaidentifiedinƵŐĞŶĞ͛ƐSouthHillsStudyfor <br />applyingPUDprocedures; <br />2.Propertiesinoradjacenttodesignatednaturalareaswillbe <br />developedundereitherPUDorsitereviewprocedures, <br />dependingonthescaleandcomplexityoftheproject;and <br />3.Propertiesalongnaturalstreamcourseswillbedevelopedunder <br />eitherPUDorsitereviewproceduresdependingonthescale <br />andcomplexityoftheproject. <br />(Policy4) <br />(2)Transportation. <br />(a)Throughappropriatemechanisms,proposeddevelopmentsshallbe <br />encouragedtorespondtoanoveralltransit,bicycle,andpedestrian <br />systemfortheWillowCreekBasin.(Policy2) <br />(b)Bicyclefacilitieswillbedesignedtoconnectwithothermajorroutes <br />outsidetheWillowCreekBasin,inordertoprovideresidentsand <br />employeeswiththistransportationoptionfordailyandrecreational <br />travelneeds.(Policy3) <br />(c)Majoremploymentandcommercialcenterproposalsshallplanfor <br />convenient,coveredonsitebicycleparkingasanintegralpartofa <br />parkingprogram.(Policy4) <br />(d)Throughappropriatemechanisms,proposeddevelopmentsshallbe <br />encouragedtoprovideadequatetransitaccess.(Policy5) <br />(e)TheCityofEugeneshallworkwithmajoremployerstoestablishand <br />implementongoingparatransitprograms.(Policy6) <br />(f)Developmentproposalswithintheurbangrowthboundaryshallbe <br />Findings29 <br />
