(a)Numerical greenhouse gas and fossil fuel reduction targets <br />equivalent to achieving the related goals; and <br />(b)Two-year and five-year benchmarks for reaching the numerical <br />targets. <br />(2) <br />The city manager shall propose for adoption by the city council, a <br />numerical community-wide goal or “carbon budget” for greenhouse gas <br />emission reductions consistent with achieving 350 parts per million of <br />COin the atmosphere by the year 2100. The community-wide goal <br />2 <br />shall include numerical targets and associated benchmarks. <br />(3) <br />The city manager shall adopt administrative rules pursuant to section <br />2.019 of this code that establish a specified baseline amount and <br />appropriate greenhouse gas inventory methodology. <br />(4) <br />When the city manager prepares options for council consideration <br />pursuant to this section,including options for meeting the goals, the <br />manager shall include a triplebottomline assessmentof the options <br />including a cost-benefit analysis. <br />6.690Climate Recovery –Reporting. <br />Following counciladoption of the numerical <br />targets and benchmarks, the city manager shall report to the city council on <br />progress in reaching adopted climate action goalsas follows: <br />(1) <br />Provide a progress report every two years. <br />(2) <br />Provide a comprehensive report every five years that includes an <br />assessment of greenhouse gas emission reductions to date and the <br />status in reaching the established targets and benchmarks. If the five- <br />year comprehensive report indicates that the city is not reaching the <br />adopted targets and benchmarks, the city manager or the manager’s <br />designee shall: <br />(a)Conduct an analysis of possible actions to get back on track to <br />achieve the next adopted benchmark, together with a triple bottom <br />line analysis of those options. <br />(b)Develop for council consideration potential revisions to the plan <br />that reflect the necessary actions to achieve the next adopted <br />benchmark. <br />(3) <br />Update the community climate and energy action plan and the internal <br />climate action plan every five years, which shall be based on the <br />updated greenhouse gas inventory. <br />Section 2. <br />The City Recorder, at the request of, or with the consent of the City <br />Attorney, is authorized to administratively correct any reference errors contained herein, <br />Ordinance -Page 2of 3 <br />
