Draft 9/29/14 <br />shall be removed from the PFSP at the time of the next Periodic Review of the <br />Metro Plan. <br />G.4The cities and Lane County shall coordinate with EWEB, SUB, and special service <br />districts operating in the metropolitan area, to provide the opportunity to review and <br />comment on proposed public facilities, plans, programs, and public improvement projects <br />or changes thereto that may affect one another’s area of responsibility. <br />G.5 The cities shall continue joint planning coordination with major institutions, such as <br />universities and hospitals, due to their relatively large impact on local facilities and <br />services. <br />G.6Efforts shall be made to reduce the number of unnecessary special service districts and to <br />revise confusing or illogical service boundaries, including those that result in a <br />duplication of effort or overlap of service. When possible, these efforts shall be pursued <br />in cooperation with the affected jurisdictions. <br />G.7 Service providers shall coordinate the provision of facilities and services to areas targeted <br />by the cities for higher densities, infill, mixed uses, and nodal development. <br />G.8 The cities and county shall coordinate with cities surrounding the metropolitan area to <br />develop a growth management strategy. This strategy will address regional public <br />facility needs. <br />Services to Development Within the Urban Growth Boundary: Wastewater <br />Findings <br />11. Springfield and Eugene rely on a combination of regional and local services for the <br />provision of wastewater services. Within each City. the local jurisdiction provides <br />collection of wastewater through a system of sanitary sewers and pumping systems. <br />These collection facilities connect to a regional system of similar sewer collection <br />facilities owned and operated by the Metropolitan Wastewater Management Commission <br />("MWMC"), an entity formed under an intergovernmental agreement created pursuant to <br />ORS 190. Together these collection facilities (which exclude private laterals which <br />convey wastewater from individual residential or commercial/industrial connections) <br />constitute the primary collection system. <br />12.The primary collection system conveys wastewater to a treatment facilities system owned <br />and operated by MWMC. This system consists of an interconnected Water Pollution <br />Control Facility ("WPCF'). a biosolids facility, and a beneficial reuse facility. <br />Policies <br />G.9 Wastewater conveyance and treatment shall be provided to meet the needs of projected <br />growth inside the UGB that are capable of complying with regulatory requirements <br />III-G-6 <br />Replaced October 31, 2008 <br />
