<br /> Draft 9/29/14 <br /> <br />9.Density bonus: A mechanism used in incentive-based zoning that allows a developer to <br />build at higher densities in return for providing more open space, building affordable <br />housing, or some other public amenity. <br />10.Density (gross): The number of dwelling units per each acre of land, including areas <br />devoted to dedicated streets, neighborhood parks, sidewalks, and other public facilities. <br />11.Density (net): The number of dwelling units per each acre of land in residential use, <br />excluding from the acreage dedicated streets, neighborhood parks, sidewalks, and public <br />facilities. <br />12.Development: The construction, reconstruction, conversion, structural alteration, <br />relocation, or enlargement of any structure; any excavation, landfill, or land disturbance; <br />and any human-made use or extension of land use. <br />13.Drinking water protection (source water protection): Implementing strategies within a <br />drinking water protection area to minimize the potential impact of contaminant sources <br />on the quality of water used as a drinking water source by a public water system. <br />14.Extension of urban facilities: Construction of the facilities necessary for future service <br />provision. <br />15.Fair housing: Refers to the prevention of discrimination against protected classes of <br />people. Protected classes, as defined by the federal government, refer to race, color, <br />religion, national origin, or sex. Protected classes are disproportionately comprised of <br />very low-income populations. <br />16.Finding: Factual statement resulting from investigations, analysis, or observation. <br />17.Floodplain: The area adjoining a river, stream, or watercourse that is subject to 100-year <br />flooding. A 100-year flood has a one-percent chance of occurring in any one year as a <br />result of periods of higher-than-normal rainfall or stream flows, high winds, rapid <br />snowmelt, natural stream blockages, tsunamis, or combinations thereof. <br />18.Floodway: The normal stream channel and that adjoining area of the floodplain needed <br />to convey the waters of a 100-year flood. <br />19.Goal: Broad statement of philosophy that describes the hopes of a community for its <br />future. A goal may never be completely attainable but is used as a point towards which <br />to strive. <br />20.Groundwater: Water that occurs beneath the land surface in the zone(s) of saturation. <br />21.Impervious surface: Surfaces which prevent water from soaking into the ground. <br />Concrete, asphalt, and rooftops are the most common urban impervious surfaces. <br />V-2 <br /> <br />
